We reccnumend that in the future the Finance Commit tee be instructed to make their state ment run with the current year, from January 1st to December 31st, inclusive. If this is done, then the Committee can make thoir statement conform to that of the Board of Education, and thereby show the actual status of all of the funds disbursed. The aggregate amount of taxes now levied and paid by the County is a very large sum of money, and requires much time and vigilance to proparly disburse it. The time of the Board of Cbmmis sioners is limited, and it appears im. possible to give due care and attention to the large number of claims presented for consideration; we think, therefore, that an Auditor has become an actual necessity. By giving his entire time to the affairs of the County, he would much more than save his salary, and by a proper system of bookkeeping keep the several funds separated and show month ly balances, so that at any time any per son interested could ascertain exactly the financial condition of the County, and the exact status of each fund.
