This $3,000,000 bond issue runs $500,000 annually until 1920. Then retirement at the rate of $100,000 annually begins. A commission of three Democrats and .two. Re publicans superintends the expen diture. They are paid nothing. Sec retary Lansing refused to give any information as to how the govern ment came into possession of the information. IPS SURPRISING Mr. Kirk Presiding Elder. Rev. J. E. Kirk, former pastor of Broad Street church, Statesville, who was transferred to Reidsville last December, has been appointed presiding elder of the Shelby dis trict. The recent death of Rev. Dr. J. H. Weaver, presiding elder of the Greensboro district, is responsible for the change. Bishop Kilgo has transferred Rev. J. H. Barnbardt, presiding elder of the Shelby dis trict, to Greensboro to succeed Dr. Weaver; Mr. Kirk is transferred from Reidsville to Shelby to suc ceed Mr. Barnhardt and Rev, W. E. Abernethy, pastor of Dil worth church, Charlotte, succeeds Mr. Kirk at Reidsville. Harry K. Thaw .is Physical Wreck. Philadelphia, Feb. 28. Harry K. Thaw is a physical and mental wreck,, according to a report made today toCJaptain of Detective Tate by Dr. John Wanamaker, 3rd, a police surgeon, who was present yesterday when New York alienists examined Thaw at a hospital here. Thaw was taken to the hospital seven weeks ago when he cut his throat while police were searching for him on a warrant charging him with beating a Kansas City boy in a New York hotel. The Thaw family, today is com pleting its plans for the-lunacy proceedings instituted by Thaw's mother last, Monday.
