President Cleveland lias issinid a proclamation for the Congress of the Unlled States to meet; in extra session on the 7th of Aug It was the President's purpose not to call the extra session before the middle of September, but re cent events have necesitated an earlier s. usion. The President's ac tion has met with the hearty ap proval of all classes of people save Oonpressmpn. Why bo many of thf m opposed an early exua ee tsion, we do cot know, unless they had in view the fact that the hot dogoiiysof August will come io contact with their creature com fort. Senator Vance gave that as bis reason and it ia a thin one in deed when we remember how near the country has approached a panic. The extra session was nrt called a day too eoon. The 2Gh of July would have eerved bet ter. The finances of the country are in a critical condition and prompt action in needed. Doubtless the fi st question that will engage the attention of our Congressmen will be the re peal of the Sherman Act. This ob noxious law will n doubt be swept from the statute book3 and the people given an opportunity to ob serve the true inwardness of its workings. Then there is tbe high tariff and the fraudulent pension system that will neod the attention of our wisest statesmen. A larger currency and a lower tarill are needed and demanded by the Dem ocratic masses. A vust deal de pends upon the legislation of the near future. The Dispensary law is now in op eration in South Carolina. It took effect the 1st of July and there v u a lively sale of wines and beers and liquors on Friday. It was a day of dram tumblers, demijohns and jags. In Charleston axd all. the other cities and towns the "sassie ty" people and all those not for bidden by conscience laid in a sufh cient supply of "tulu" to lait till Christmas. 80 far one dozen dis pensaries have been legally estab lished in the State with more to follow. Gov. Tillman declaies tha he is going to enforce the new law no matter what the result may be. He expects to derive more than a half million dollars from the busi ness. We hear that seme of the people who live near the State line and who do not like the new law contemplate stepping over in to North Carolina to buy their breakfact toddy. They hold that the Tar Heel Slate produces a bet ter article, any way, than the State of the palmetto. So runs the world away. It may be of interest to some of our readers to know what Capt. Alexander, Congressman from this district, says of the extm ses sion of Congress. His opinion is given as follows: "I think the proclamation is pre mature and the pressure which brought it about is all one sided. We could Lave repealed the Sher man law last session if some com promise measure could have been agreed upou. The situation ia a grave one, bnt the present agita tion would have settled itself in a little while, and with time to t hink the matter over, Congress men would have come together much easier. I am neither friend j:or foe to the silver, bun what I ?ant is some measure to relieve the agiicolinial districts ircio the stress and depreciation ia land values, and I think that a repeal of the tax on State hanks would go far towards helping us in the South." Every season as soon as the hot dry weather begins in earnest, the Experiment S ation receives com plaints of the damage done t cot ton by a small red mite which most farmers eall a louse.' This is scientilically Cnown as as Tetreni eius tolarius. It. is a true mite whi'jh lives on the ui.der surface of the leaf covered by a white silken web. It inserts its beak "nto- the veins of the leaf and sucks out the sap causing the leaf to turn red or brown in spots pr. ducing what is often called ;iusr." The leaf eventually withers and falls off. This little pest is generally so small it escapes notice until its presence is maile known by the rusty appeaiauee of the cotton leaves. Remedies. Probably the most satisfactory remedy is to send men through the field with JJbas kets or bags and pick off all rusty leaves, carry them oil with their infesting mites and burn them. As they live on the under side of the leaf only it is difficult to use spray against them unless one had a nozzle that will throw the spray upwards. Such anozzle attached to a T rod is made bv the Eiold Pump Co., of Lock port, N. Y. It is illustrated in Pulletin S4 of the North Carolina Experiment Sta tion. The keorsene Emulsion made ac cording to formula No. I) of the same bulletin is the best iusecti cide to use, but unless it is well made, the kerosene is tpt to burn the leaves. A reliable ready pre pared emulsion can be bought of W. S. Powe I & Co., Annapolis Juuctiou. Md., us cheap as any one can make it. The tobacco decoction will also destroy these mites. It is made by boiling tobacco stems to pow der in water for half an hour at of 1 lb. tobacco to 3 gallons water. It will be more power ul if sul phur is used in connection. Mix 5 lbs. of flour of sulphur with 10 lbs. of fresh lime and boil togeth er in 5 to 10 gallons of wafer for half an hour. And this boiling hot to twenty gallons of dilute to hacco decoction and use at once. Instead of boiling hue uud miI phur, sulphide of lime may be bought at the stores.
