C VILLAGE CLUB ORGANIZES mm HE Village Club held its yO third meeting at The Holly Inn Thursday, spending a busy after noon with matters of importance. The date of the coming Pose Carden Bazaar was fixed for February 21 and satisfactory progress was reported by the various committees, assuring all that has been promised in the way of beauty and novelty for this aflair. The matter of Club work was freely discussed and left in the hands of a com mittee including Mrs. George S. Hill, Mrs. J. P. Coleman and Mrs. Edward B. Lent for investigation and report. The resignation of Mrs. W. C. Peet as treasurer .was received and accepted. Miss Mary M.Fiske was latter appointed by the President to fill the vacancy. Report by the committee on Consti tution and By-laws, Miss Fiske chairman, was received and their recommendation adopted in the following form i CONSTITUTION" AND BY-LAWS CONSTITUTION. President, or upon the application of any five members : all members to be noti fied of the proposed meeting. ARTICLE VI. FINANCIAL YEAH. The financial year shall begin the first of December. The fee then payable from each member shall be one dollar. Members whose dues are unpaid by the first of January shall be notified by the Treasurer. If the dues are still unpaid by the first of February it shall be understood that those members wish to withdraw from the Club. BY-LAWS. ARTICLE I. NAME. This club shall be known as the Pine hurst Village Club. ARTICLE II. OBJECT. Its object shall be helpful work of all kinds in and around Pinehurst, including protection and preservation of bird life and shrubbery in the Village. ARTICLE III. OFFICERS. Its officers shall be a President, Vice- President, Secretary and Treasurer. These officers shall be elected by the Club at each annual meeting. ARTICLE IV. MEMBERSHIP. Any resident or visitor in Pinehurst shall be eligible to membership in this Club. Membership shall be Active or Associate. Active members only shaU be entitled to vote. Active membership shall include women resident, or visiting in Pinehurst for a month or longer. Associate membership shall include women resident or otherwise, not wish ing to take an active part in the Club. Men may also become Associate mem bers. Names of candidates for membership may be handed to the Secretary at any time. After endorsement by the officers the names shall be presented at the next meeting. If no objection is then offered the candidates shall be considered mem bers, on payment of dues. ARTICLE V. MEETINGS. The regular meetings of the Club shall be held the First and Third Wednesday of each month from December to April, in the Holly Inn Dutch Room at half after two in the afternoon. The Annual meeting shall be held on the Third Wednesday in March. Five members shall constitute a quorum. Special meetings may be called by the ARTICLE I. DUTIES Of OFFICERS. section i. The duties of the Presi dent and Vice-President shall be those usually devolving upon such officers. section ii. The Secretary shall- keep a record of all meetings; shall notify members of their election ; shall issue notices of special meetings ; shall keep a correct list of members and their ad dresses ; and shall make a report of the year's work at the annual meeting. section hi. The Treasurer shall re ceive, collect, hold and pay out all club moneys, subject to the order of the club. She shall keep a correct account in de tail of all moneys received and expender ty her, and shall render her report in writing at the annual meeting. ARTICLE II. ELECTION. At the second meeting in February, the President shall appoint a committee of three, no member of which shall be an officer, to nominate a list of officers for the enduing year. This nominating committee shall notify their nominees, and, in case of any refusals, shall supply their places. They shall then present the perfected list to the members at the first meeting in March. At the annual meeting the election shall take place, and shall be by ballot. No one shall be eligible to office who has been a member less than one year. A vacancy in any office may be filled for the balance of the year by appointment made by the Presi dent. ARTICLE III. AMENDMENTS. This constitution and by-laws may be amended at anv regular meeting of the club, by a two-thirds vote of the mem bers present, provided that a written notice of the intended change has been sent to all members two weeks previous to the meeting.
