CLARK EIG IITY-FOTJIl YEARS YOUNG ! go. & 8 & 8 gc 52, 2 satisfaction by Outlook readers every where. 1A recent issue of The New York Sun prints the following: Information came to Washington today from reliable sources that Prof. John Bassett Moore of Columbia University is to be appointed Assistant Secretary of State, t This information was a source of gratification to the trained diplomats in the State Department and in diplo matic circles generally, where Prof. Moore is known on account of his repu tation as a writer and lecturer on inter national law. Prof. Moore came to the State Depart ment as Third Assistant . Secretary of State in President Cleveland's first ad ministration, when Thomas F. Bayard of approved of the appointment of Prof. Moore. It is believed that one of the conditions under which Mr. Bryan has accepted the Secretaryship is that he be relieved as far as possible from the exact ing detail work of the Department. Prof. Moore's experience and knowl edge of diplomacy will make him very useful to the new Administration, it is believed. He will succeed Huntington Wilson.
