PAGE THE PINEHURST OUTLOOK mmwao, warmes TsS i pnoiECTionr for the birds Audubon Society Iimei Hulltln on lawi Hcentlj Approved The following bulletin is supplied by the State Audubon Society : On October first the President ap proved regulations drawn up by the United States Department of Agriculture at the direction of Congress, by the terms of which the Federal Government assumes control of all migratory game and insectivorous birds, and fixes closed seasons for the species affected. Laws enacted by the several states can lengthen but cannot shorten these closed seasons fixed by Federal law. Following is a synopsis of the closed seasons set for " Zone 2," which includes North Carolina : Hegulation 2 A daily closed season on all migratory game and insectiv orous birds shall extend from sunset to sunrise. Hegulation 3 There shall be a perpet ual closed season on the following mi gratory insectivorous birds, and on all other perching birds which feed en tirely or chiefly on insects : Bobolinks, catbirds, chickadees, cuckoos, flickers (yellow-hammers), fly-catchers, gros beaks, humming-birds, kinglets, mar tins, meadow-larks, nighthawks or bullbats, nuthatches, orioles, robins, shrikes, swallows, swifts, tanagers, titmice, thrushes, vireos, warblers, waxwings, whippoorwills, woodpeck ers and wrens. Hegulation 4 A closed season shall continue until September 1, 1918, on the following migratory game birds: Band-tailed pigeons, little brown, sandhill, and whooping cranes, swans, curlew, and all shore birds except the black-breasted and golden plover, Wilson or jacksnipe, woodcock, and greater and lesser yellow legs. Hegulation 9 (For the purpose of this regulation, each period of time herein prescribed as .a closed season shall be construed to include the first day and to exclude the last day there of.) Closed Seasons Waterfowl: Febru ary 1 to November 1. Woodcock: January 1 to November 1. Rail, coot, gallinule: December 1 to September 1. Shore Birds The closed season on black-breasted and golden plover, jack snipe or Wilson snipe, and greater and lesser yellow legs shall be : December 16 to September 1. It will be noted that these regulations make it a violation of the Federal laws to kill, at any time, meadow-larks or robins, which are recognized by our State laws as game birds, and have open seasons fixed in which they may be hunted and killed, f Now that our su preme government has undertaken to protect our birds, those of us who are thoughtless enough to disregard the pro visions set forth above had better look out for Uncle Sam's Federal Court. 1 Congress has taken this step to pre serve to us and to future generations, our insectiverous birds, because it has been conclusively proven that without the keeping down of pestiferous bug and insect life by the birds, this world would soon become uninhabitable ; and because the rapid decrease of our migratory game birds makes it evident that uniform seasons, in which they may be killed, having regard for zones of temperature, breeding habits and migration, are nec essary to prevent their total extinction. IT Accordingly, it behooves us to further our own interests and comfort by sup porting this wise measure. A Cook lis Hot an "Artist" New York Joan Milton, head chef at the Ritz-Carlton Hotel, was today fined $3,000 for violating the immigration law by bringing three assistants here, under contract, from France. Milton pleaded guilty and asked for leniency on the ground that a good chef was as great an artist in his profession an a famous singer was in grand opera. The latter, he said, was employed in much the same manner as he employed his assistants. Time Spells Opportunity Snooks " I see they are selling safety razors for ten cents."
