0 THE PINEHURST OUTLOOK HEW CONSTITUTION For Tie Tin Whistles, adopted at the Business Meeting Sew Hoard ot Cfuvornorn Elfctvd At the Tin "Whistles ' Business meet' jn the following new Constitution was adopted by the Club. I. This Club is formed for social pur poses and to promote an interest in the game of golf and other athletic sports al Tinehurst, North Carolina. II. The name of the Club shall be "The Tin "Whistles." III. All the affairs and business of the Club shall be under the control and management of a Board of Governors consisting of fifteen members of the Club, five of whom shall be elected an nually to serve for three years. The Board may make by-laws which shall have all the force of this Constitution when not inconsistent with it. It shall have power to fill, the next annual meet ing of the Club, any vacancies occuring in its own membership. A majority of the Board or two-thirds of its members present in Pinehurst, but in no event less than five members, shall constitute a quorum for the transaction of busi ness. IV. The officers of the Club shall be elect ed annually by the Board of Governors and shall hold office untill thek succes sors are elected and qualify. They shall consist of a President and two Vice Presidents, all of whom shall be mem bers of the Board; a Secret -y and a Treasurer, both of which offices may be held by one person,and a Club Captain. It shall be the duty of the Secretary, the Treasurer, and the Captain to at tend all meetings of the Board, but they may or may not be members of it. V. The Club Captain, subject to the ap proval of the Board, shall fix all handi caps, have charge of all tournaments and make rules and regulations pertain ing to them. All other officers of the Club shall perform the duties usually incumbent on their respective offices but under rules prescribed by the Board. VI. The annual meeting of the Club shall be held on the second Thursday of March. Special meetings may be called by three members of the Board of Gov ernors. At least seven days before any meeting of the Club the Secretary shall post a notice on the bulletin board stat ing the time and place of the meeting and shall send a copy of such notice to every member known by him to be in Pinehurst. , Fifteen members shall, con stitifte a quorum' at any meeting, but theie shall be no voting by proxy, nor shall Associate or Non-Active members have the right to vote. . " ' VII. At least fifteen days previous to the time of the annual meeting the Presi dent shall appoint a committee of five members, one of whom shall be the Club Captain who shall nominate five candi dates for the Board. The report of this committee shall be posted on the bulle tin board at least seven days before the time of the meeting. Any five voting members may nominate other candi dates by posting on the bulletin board over their OAvn signatures the names of such candidates at least three days be fore the time of the meeting. No other candidate shall be voted for at the meeting. VIII. There shall be five classes of members, to wit; Honorary, Associate, Life, Active and Non- Active. Honorary members may be elected by the unanimous vote or written consent of the entire Board. They shall have all the rights of life members. The present "Honorary Life" members shall become Honorary members. Associate members may be elected by the unanimous vote or written consent of the members of the Board present in Pinehurst at any meeting of the Board. Absence from Pinehurst for two consecutive years shall constitute a re signation of Associate membership. The present Honorary members shall become Associate members. Honorary and Associate members shall pay no dues or initiation fees. Life members and Active members may be elected at any meeting of tho Board by a vote equal to two-thirds of the members of Board present in Pine hurst. They shall make written appli cation for election to membership and shall be proposed by one member and seconded by another. The names of all applicants shall be posted on the bulle tin board five days before they can be elected. An applicant shall become a member only upon the payment of all dues and fees within thirty days after the Secretary has mailed to him a no tice of his election, accompanied by a copy of this provision. Otherwise his election shall become void, and hi3 name shall be stricken from the list of applicants. An active member of this Club, not returning to Pinehurst for any season, may become a Non-Active member for that season by written notice to the Treasurer and the payment of three eights of the annual dues. In the event he shall then return during that season he may resume Active member ship by paying the balance of the dues for that year. Associate and Non-Active members shall not have the right to vote or hold office. An officer of the Club or a mem ber of the Board who becomes a Non Active member, ipso facto, shall be deemed to have tendered his resignation from such office or membership. IX. All dues and initiation fees shall be fixed by the Board of Governors. X. Stu dents are encouraged to enroll in the Cavalry Cadet Pla toon. In respect to sport, the school specializes in golf, ten nis, and horsemanship. Provision is also made for basket ball, base ball and gymnastics; and special arrangements are made for the care and suitable entertainment of very young boys.
