Three-Year Old Injured In Wreck GARYSBURG - A three-year old child was not seriously in jured when struck by a car here last Thursday afternoon. According to State Trooper Glenn Swanson, Earl Ransom of Patterson, N. J., was admitted to Roanoke Rapids Hospital for treatment of facial bruises and for observation. The child was struck, the trooper said, by a car driven by Barlin Harrell of Garysburg on N. C. Midway 195 around 2:15 P.m. Swanson reported his investi gation revealed the Ransom child darted into the path of the Har rell car from behind a parked car. Swanson said Harrell’s ve hicle had almost stopped when the child was struck. 'j W^tber Wux | . Veddy Springlike . . . Boosters Club Plans Program For 1965-66 CONWAY - The board of di rectors ofthe Northampton Coun ty High School Athletic Boosters Club in its meeting on Monday night, June 14, heard committee recommendations on several fund raising projects. The Rev. E. Max Evington pre sented the committee’s recom mendations on the sale of season tickets. The recommendations, all approved by the board, were: (1) that one season ticket to all regular season home games - football, basketball, baseball -be given for each donation of $25 to the Boosters Club and/or each $25 in advertisement placed in the game programs. The only home game not honoring these tickets would be the Boosters Club sponsored game of October 22. (2) that there be no sale of regular full season tickets. (3) that there be no reserved seats for season ticket holders. (4) that basketball season tick ets be made available at a price based on the conference admis sion fee. (5) that Boosters Club regular membership donations remain as last year with a minimum of $5 per membership. Also discussed and approved were the plans for the sale of program ads as presented by Mrs. Mildred Brown, In this proj ect the club members plan to push the sale of ads harder than last year, using the same price rate. The ads will be placed in all home game programs and will be printed by the high school commercial department. The committee members from each local area will meet and com pile a list of prospective adver tisers from in and out of the coun ty. These lists will be submitted to the Board of Directors so that a single list can be made: thereby preventing any duplica tion of requests for ads. (2) A steering committee be See BOOSTERS, Page 4 Small Business Administrator bounty Workers Warned Explains Development Group About Private Business Per Pupil Spending In R-C Area Well Below State Average MURFREESBORO - Forrest Gunn, administrator for the North Carolina office ofthe Small Busi ness Administration, explained to more than 100 interested busi nessmen, bankers and develop ment workers the advantages of forming SmallBusinessDevelop- ment Council in the Choanoke area so that they would be elig ible to apply for “Economic Op portunity Loans” for smallbusi- nesses under the special provi sions of the 1964 federal Eco nomic Opportunities Act. The meeting was sponsored by the Choanoke Area Development Association at Marks Hall Au ditorium at Chowan College at 8 p.m. on Tuesday. The purpose of the provisions under Title II of the Eccncmic Opportunities Act, Gunn said, is to grant assistance to small busi nesses for expansion in order to provide more jobs, higher in come, and a better life for those v/lth less than a minimum sub sistence for their families. The act also helps to finance new businesses. An EO loan relaxes traditional credit standards and relies upon the character and ability of the applicant. A professionally staff ed Small Business Development Council, sponsored by local citi zens, screens, evaluates, and r e c 0 m mends loan applications and makes certain that continu ing management assistance is available to the borrowers. The law allows loans only to those persons who are unable to find flnancir.g throujb ■ con\ on-- tlonal methods and terms and who show promise of providing jobs for low income families. President Fred Cooper of the Choanoke Association explained to the audience that he had re cently been hired by the North Carolina Fund and assigned to the Choanoke Area to serve as Job Opportunities and Business Development Coordinator on a full - time basis. He said that he would approach local business men, bankers and citizens work ing with development groups to see if they would be willing to form a loc^ organization to meet the needs of the area in this field. The efforts of his office would be to create new jobs and chan nel qualified unemployed or un de api-ticani-s t =. tt-';? new job opportunities. JACKSON — All Northampton County employees have been sent a form letter this week remind ing them of a resolution concern ing part time work in violation of county rules. The letter went out from the of fice of Melvin C, Holmes, county manager, and stated that the county commissioners called to his attention the fact that their resolution adopted some time ago is being violated. The resolution requires “that appointed employees of North ampton County, subject to the regulations of the Northampton County Commissioners, are pro hibited from engaging in private business, remunerative or non- remunerative, while employed for county time and being paid with public funds.” For purposes of enforcement of the ruling, county time is de fined as the working hours set by the board. County employees are further prohibited from using county fa cilities of any kind during and after office hours to engage in private business. Although some were delayed I while transportation schedules 1 through com munity volimteers 1 were arranged, the enrollment will meet the original quota set I up for the county. Much of the special teaching material was scheduled to be de livered on Wednesday for imme diate use. The program will be oriented 'toward given children of cultural ly deprived families the neces sary group and community exper iences to allow them to enter the first grade on a level that will allow them to handle the normal teaching techniques in use in the public school system. They will receive hot meals and an effort will be made to see that cultural advantages are im proved in their homes. They will have examinations to find medi cal defects and remedial prac tices established. The head ofthe county program is C. Sterling Hamilton, a social studies teacher at NCHS, A reg ular county school supervisor, Mrs. Elizabeth Gordon is also the supervisor for the teaching program. Spencer Barnes of Jackson is the office manager for the four- county program. He is a recent UNC graduate in accounting. The office secretary is Mrs. Catherine Bell of Jackson who is a teacher in Farmville. A registered nurse, Mrs, Rob ert Eugene Drewett will act as the Public Health Nurse for the program. The program will include two field trips a week to acquaint the children with the adult world around them. This will Include such places as stores, churches, post offices, trains, buses and farms. Rich Square - Woodland has See HEADSTART, Page 4 RALEIGH - More than three- fifths of North Carolina’s school administrative units had from 23 to 25 pupils in average daily at tendance per professional staff member in 1963-64 and a simi lar number of units spent in ex cess of $30 per pupil in local funds during the previous school year. These facts are based on fi gures included in the 1962-64 Biennial Report of the Superin tendent of Public Instruction. A comparison of the 1963-64 staff- pupil ratio for each administra tive unit and the state, federal and local funds spent per pupil Is given. ' ' - ’ ■ — The number of pupils in aver age dally attendance per profes sional staff member ranged from 18.4 to 26.5 and the average for the 171 units in the state was 23.7. Expenditures from local funds per pupil, 1962-63, ranged from $124,41 to $4.04. Five units spent more than $100 In localfundsper pupil and four units spent less than $10. Average for the entire state was $48.26. Total expenditures per pupil ranged from $358.73 to $226.41 with the state average being $277.62. There is much greater proportionate difference between the expenditures per pupil from local funds than between total per pupil expenditures. This difference is mainly ac counted for by the ratio of State funds spent per unit to local funds spent per unit. In the Roanoke-Chowan area, Hertford Coilnty has the highest pi'r:c'r.i'.igu' yi“lw ;al -apeiioing - 12.4 per cent. Northampton was second with 12.1 per cent and Bertie and Gates contributed 10.8 and 10.0 respectively. Hertford County had an aver age dally attendance of 6,001 and a total staff of 240 for a ratio of 25 pupils per staff member. Per pupil costs were $223,77 state; $6.30 federal; $32.43 local for a total of $262.50. Northampton County, with a staff of 288, had an average dally attendance of 6,986 for a ratio ctf 24.3 pupils per staff member. Spending amounted to $220.76 state; $8.52 federal and $31.66 local for a total of $260.94, Average daily attendance In Bertie County was 6,346 and, with a total staff of 275, the ratio here was 23.1 pupils. A total of $256.74 per pupil was spent and this was broken down into $220.- 54 state; $8.41 federal and $27.- 89 local.' Per pupil costs were $233.61 state; $11.85 federal and $27.12 local for a total of $272.58. Commissioners Eliminate Fee Payments To All County Workers JACKSON -The BoardofCoun- ty Commissioners at a special meeting passed a resolution cov ering the disposition of fees by county employees. The meeting was held at the courthouse on Friday, June 18, 1965. The county manager was in structed to make copies of the resolution and have them dis tributed to each county employee. The resolution reads: “Be it resolved that; “That the Board of County Commissioners go on record as requesting that all monies re ceived for services rendered by any office; officer; or employee of Northampton County be receipted for and turned over to the Coun ty monthly to be included in the General Funds of the County. “There will be no exceptions to the above request. “Any Employee desiring to help in establishing the neces sary Bookkeeping System to comply with this order, please contact the County Accountant.” The question was raised con cerning service charges forcer- tain documents processed by the office of the register of deeds. It was determined that these fees had been retained over a period exceeding 20 years and that In structions had not been Issued on any prior occasion to cover their handling. The commissioners de cided that all such practices by any office should be discon tinued. IN THE SWIM—Residents of the Severn area are spending many leisure hours in the swim ming pool constructed by Severn Swim Club, Inc., an organization of 36 families in the area. The pool, located beside the Severn Community Building was opened on Sunday, June 6. Glenn Warren, life guard, is on duty during all hours the pool is open. Gaston Lake Group Established Severn Swim Club Pool Opening SEVERN - The county’s fourth privately owned and operated swimming pool was opened here on Sunday, June 6 under the name of Severn Swim Club, Inc. The club was first organized early this year by a small group of Severn residents. Twenty-one families initially signed for membership when contacted by the group and the contract for construction of the pool was sign ed in March. Fifteen additional families joined the club prior to the pool’s opening date, bring ing the membership to 36 fami lies. Membership is limited to 50 families. Construction on the pool, lo cated on a lot adjacent to the Severn Community Building, was begun late in March. Constructed at an approximate cost of $13,000, the pool Is 50 feet long, 30 feet wide on the shallow end and 20 feet deep on the deep end with a depth of three to ^ght feet. A kiddie pool, located near the shallow end of the larger pool, is 12 feet wide and 18 inches deep. Both pools are filtered, with a total capac ity of 47,000 gallons of water. Serving as life guard at the pool is Glenn Warren of Conway. The pool will be open Mondays through Saturdays from 10:30 a.m. to 12 noon and from 1:30 p.m. to 6:30 p.m. Sunday hours will be from 1:00 to 6:00 p.m. The pool may be used by adult members or their guests at any other hours. Other privately owned and op erated swimming pools in the county are located at Woodland, opened in 1959; atJackson,open ed in 1960 and at Conway, opened in 1963. GASTON - A three - county agreement creating a joint plan ning commission to be known as the Lake Gaston Regional Planning Commission has been made by Northampton, Halifax and Warren Counties. The chairman of the Warren County Planning Commission, will serve as temporary chair man of the commission. He is to call the first meeting, no later than October 1, for organization and the election of officers. Reg ular meetings are to be held at intervals no longer than three months and all meetings will be open to the public. Forming the commission will be the chairman and members of the county planning boards and county commissioners in each of the three counties. They are to serve without com pensation but each member coun ty may. In the discretion of its governing board, reimburse its members for their actual ex penses in performance of their duties. Duty of the commission is to coordinate plans ofthe respective regional and county planning boards within the vicinity of Lake Gaston to bringabou* harmonious development. The commission Is empower ed “to acquire and maintain in current form such basic informa tion and materials as are neces sary to an understanding of past trends, present conditions and forces at work to cause changes in these conditions. “To prepare and from time to time amend and revise a compre hensive and coordinated plan for the physical development of the area; provided that In the prepa ration or amendment ofsuchplan or plans the commission shall take account of and shall seek to harmonize its plan or plans with those of any other state, region al or local planning agency with in the Lake Gaston Area.” Ordinances may also be pre pared and recommended to city and county governing bodies and the commission is to keep “the appropriate federal, state and city and county governments and agencies and the general public informed” about the develop ment of Lake Gaston area. The three - county agreement provides that the commission may also appoint employees and consultants as It deems neces sary through the use of whatever funds are made available. 4 '•*' '.1 -i- CHOPPING TIME—All over Northampton Coun ty choppers have been in the fields this week ridding the crops of grass that accumulated during the rains of the past three weeks. Mrs. Clemmie Curry, tenant on Mrs. Mary V. La.s- siter’s farm in Rich Square, and her grandchil dren were busy chopping cotton on Tuesday afternoon. Farming practices are back to nor mal in the county and the crops weathered the rains without much damage. B. H. Harrell, county agent, is advising farmers to begin leaf spot control programs on peanuts and boll weevil control on cotton.
