BLOW TO MONEY LENDERS. CORPSE IN WATER WHEEL. Judge Lumpkin Hands Down an Im portant Opinion. Atlanta, jaa. 22. Judge J. H. Lump kin, of the superior court, has hand- : ed down an opinion that is regarded in legal circles as a stiff blow to the money lenders, on whom the Fulton connty grand Jury has bon waging a crusade for several months past. j The opinion Is based on a case ap-1 pealed from an Atlanta justice court, tad in it Judge Lumpkin holds that a laborer has no legal right to waive his exemption from the garnishment laws of tin state of Georgia. The state law provides that all day laborers shall be exainpt from garnishment, and un der a decision of Judge Lumpkin, no laborer has the authority to sign an agreement waiving this exemption in favor of a money lendor or any one elae. Tae effect of the decision, lawyers declare, will be far-reaching. lt means tho taking from money lend ers the power of subjecting th ewages of a laborer to garnishment. It is understood that the praetice is in vo gue in Atlanta of having laborers who Iron ueerlntendent of Richmond Works Meets Tragic Death. Richmond, Va , Jan. 23. Robert M. Blnkenship, general manager and su perintendent of the Old Dominion Iron and Nail Works, was drowned about ueoa in the forebay of the horseshoe department of the works. The fact did not become Known ror three hours, when a search led to the finding of the body inside the casing of the ponderous water wheel which operates the machinery of the depart ment. It is supposed that Mr. Blankenship slipped and fell from Che top of the forebay, whither he had gone to exam ine some timbers, and was sucked into the water wheel. Fell from Pile of Wood and Stick oft Wood Fell on Him. Charlotte, N. C, Jan. 22. John Wells, the 4-year-old son of John Wells of this county, was strangled to death. The child was playing on a pile of cord wood when a stick rolled down and orushed him. When found, the stick of wood was lying on his throat, death having end ed the child's suffering an hour before.
