middling seven-tighth inch staple
length, has failed to stop the de-j
cline which carried the average
price at the 10 southern spot mar-J
kets on Sept. 13th to 7.88 cents a
pound, or 42 points under the!
loan base, and the lowest since
the latter part of May.
Prior to the World war, con
flict involving any large consumer
nation was considered a bulli3n
influence because of the result
ant demand for the fiber in the
manufacture of uniforms and
? other war-making materials.
War Cuts Market
Now, however, trade circles
have assumed the view that any
nation which goes to war has
accumulated enough cotton for its
immediate needs and is thus re
moved from the buying side o:
the market.
The tension in Europe was not
the only influence behind th
steady decline in prices. A comf
bination of factors has forced out
liquidation by holders of futures
contracts and . militated agains
the accumulation of new commit
ments.
The huge carryover from the
record yield of 1937, of some
13.000,000 bales, including ap
proximately 7,000,000 bales nov
in the hands of the Federal gov
ernment from previous loans, has
depressed general brokerage senf
timent.
World Takings Off
In addition, consumption fig
ures have continued to decline
both here and abroad. Work
mill takings of American cotton
last week were only 172,000 bales
against what local circles con
sider a normal offtake of abou ;
300,000 bales.
Also, the South gives promise
of raising a crop in excess of 11,
500,000 bales during the curren ;
season, a considerable portion of
which local traders expect will
eventually enter government
hands unless prices rally conf-
siderably by the time the Fed
eral money is made available to
producers.

Mr. Litchfield cites the fact th
