The Fortr-ninth Congress met to day at noon. Long before that hour the j street leading to the Capitol were thronged with pedestrians ea icr to witness the opening scenes. The: spectators' 'galleries of both, the Senate and House were packed an hour before half of those who wish ed to get in had arrived. Every inch of space vfas taken where people could sit, or sfand,orstoop, 6r kneelj while in the corridors surrounding the galleries, . there was a : writhing, struggling' pisappoiutcd mass of hu raanity elbowing and tiptoeing to catch a glimpse, tli rough fthe glass doors, of the scenes fon the floor of the Senate and House. - These scenes were the old ones, that " are enacted here every, two years. In the House there were over three hundred Members, who occu pied the j hour preceding noon in handshaking, exchanging coligratu lations aiicl greetings, and introduc insr the new Members. There were nearly 425 new faces 'The House-and Senatet were both called to order; at the same moment. The organization of each had been settled by the caucuses-held;on Sat urday, and ! torday the formality of re-electing the old officers of the House was quickly accomplished by -the Democratic, majority.
