True, when ; the country was first settled at the close of the Revolution swamps and quagmires had lo be avoided and the roads and patha had to go ' over knolls and hills, but now the country is so cleared up and drain ed, surely it is neither, civilization nor progress to do . it - any longer. And I would suggest that before any , moneys are expended, tor bettering .or improving the .present highway system a re-survey of them be made, following the present lines wherever there are reasonably level , grades, and wherever such lines strike a hill or knoll go around it, re-entering the old road . again whenever practicable. I know such changing of roads would work hardship to many farmhouses', but the ' greatest good to the. greatest number, ' and that number . is the public. I am aware" that-great objection would be made to such a course by many who would be lelt at a dis tance from the highway, but n ot a railroad would ever have been con structed if certain ihdivduals through whose farms such roads parsed could have prevented them I am also well aware that in cross ing the rittgrs from one stream to nn'ther such g'adps. would 'be im practicable, but in rainy caes such raas might oe wondertuilv im proved, by a little judicious re-suj- vevmg. .
