Unfortunately these governmental function;« have not kept pace with the requirements of the progressive peo ple. Even a progressive state such as North Carolina — that fails to plan ahead — soon finds itself behind. ' Realizing this and the desperate need for improvements, the 1VMÜ licneral Assembly authorized a bond is«tie. subject to the vote of the people on November 7, to provide the needed essential capital improvements. When approved by a »Majority vote of the people, the will provide ample room ami facilities in ten dif ferent areas. » The method of paving for these necessities was also worked out liy the C!eneral Assembly of 1901. The icgis lators provided that tin· bond pay ments will b«· made in an orderly manner out of current taxes. The plan of paying for these stale ν id»· improvements is much the same as the way that the average family buys a new car and pays for it as it is being used. The need for these improvements is apparent — the method of paying for the improvements with no it«·«' taxes has already Ueen approved.
