OUT IN KANSAS.
Word comes from Kansas that
during the first six years of prohi
bition ir that State, insanity has
decreased slightly oyer 16 percent,
or about one in six, as a direct re
sult of the greatly decreased use of
alcohol in all forms. General in
creased efficiency is claimed all
along the line, but it is veiy hard
to determine exactly the amount
creditable to prohibition, Goodfor
Kansas. Our own statistical exper
ience satisfies us that Kansas . is
not fakin'g for us. Other states will
continue to "get wise' and "get on
the. water wagon" from time to
time, and alchelism, like yellow
fever and plague, will become, large
ly a matter of record.

wuTts long remembered in the his-
torof; Jackson county, for it marks
the beginning of a. new era: Jack
sditfcsarity, favored by nature above
her sisters, has not kept pace with
some of tfiem in material progress.
Commerce antl tfavelf have been
"blocked oroati each
year-fcecause pf -Uiebad' condition
of our roads; But, yesterday the
construction orce -began,; work on
improving the most important and
most largely traveled road in the
county, the road from Sylva to
Cullowhee, the outlet to the railsoad
ion that wonderful Upper - Tucka
seigea country, The good work has
started and as: roads are built you
will see this county go forward by
leaps and bounds.- This is just the
rjejinning, it will not stop until
there are good-roads in ever town
ship in Jackson county.
FAIRS AND THE SOUTH.
S TOE!! IJ1 EASTER fiOBTil fcABOHNA
Washington, I). O, September ;7,
Educational exhibits will be macte
at nine Southern States and general
fairs and twenty-six county and dis
trict fairs during the coming fall by
the Southern Railway and affiliated
lines, including the Mobile and Ohio
railroad. Cincinnati New Orleans
and Texas Pacific Rail waV, 'Alaba
ma Great Southern Railroad, and
Georgia Southern and Florida Rail
In making exhibits at fairs and
expositions in the Southeast, the
Southern Railway and affiliated
lines have a two fold purpose.
First, to bring the advantages of
this section before its own,, people
to show them that the opportunities
at hand are greater rthah any they
may hope to .find by moving away.
Second, to assist the movement for
better farm conditions in the South
east Demonstrations will be; given
hy experts in horticulture, dairying,
and domestic science. The agents
of ihe railways will be assisted by
state representatives and especial
effort will be made to teach the
best methods of handling milk, but
ter making, and caring for orchards
and gardens. At the same time
that these exhibits are being made
in the Southeast, the same railways
will be making exhibits at thirty-
eight fairs and' expositions in the
North and West for the purpose of
attracting desirable settlers to . the
Southeast
The state and general fairs in the

was discovered to be ' leaked by a
member of the crew, who awaken
ed 'all hands. Two - f eeC of I water
covered the dock on ; which r. they
landed.
: A number of narrow - escapes
were reported here; where the; wjnd
reached a velocity of 65 miles.
Thedamageat Kinston is how es-
umated at $10,000, the greatest-loss
being sustained by the. telephone
companies and the city electric
system. However the damage to
cotton in the county will be between
$100,000 and;$200,000-from 10 to
20 per cent. iCorn and ottrer crops
suffered in lesser degree.

tonight, over the long distance tele
phone wire from Beaufortrcame the

Portsmouth, isolated places on the
strip of banks bordering on the sea

Grave fearsjhad ben entertained
for jtwenty-fojr hours .that these
places, which are located in the low
est place on coast many miles from
the main land, had been swept
mwap by the storm and the tide
from: Wednesdays gale, although
every reasonable doubt that the
settlements could stand the gale
was clunged to.
But because of the fact that in
1889the tide from a lesser storm
did great damage there, with ten
feet of water in the streets of the
towns as far in as Washington and
