NO MORE COLONIST TICKETS. Washington, D. C, July 4th. No more low, one way colonist rates from any point on its lines to' the West and Northwest will be sold by Southern Railway Company. Presi dent announces that Southern Rail way Company has permanently withdrawn from participation in such rates from points where they have been in effect by Southern Railway to meet similar rates offer ed by competing lines. This announcement is in accord ance with the policy of President Harrison to do everything possible to discourage the movement of peo ple from the South. For a number of years Southern Railway has en deavored to discourage the offering of low colonist rates from the South and has only placed them on sale at points where it was felt neces sary to meet competition. From this time on, however, no such rates will be offreed by Southern Railway, regardless of any action that may be taken by any other line. Southern Railway will con tinue to offer homeseekers rates into the South and will do every thing possible to encouarge the comijig. of desirable settlers to the territory along its lines. Fine for the children. They like to take it. FIRST PROSECUTION UNDERTAKER CONVICTED FINED FOR BREAKING VITAL STATISTICS LAW. Roxboro, July 2. The first prose cution and conviction under the new Vital Statistics Law was made here today. The Vital Statistics Department of the State Board of Health brought charges of violation of the new law against a local un dertaker, Mr. C. C. Critcher, for burying bodies without a burial permit from the local registrar an d for not furnishing death certificates properly filled out. The case was tried before Mayor Winsted and the, undertaker was convicted and fined $5 and costs. In explanation the representa tive from the Board pointed out the value, need and importance of the new law. He explained that the State Board of Health was charged with its enforcement, and that if unenforced the results obtained would be misleading and worse than useless and the money appro priated for this work wasted. Thus far the Board has tried to deal len iently with the undertakers, mid wives, physicians and others hav ing to do with the enforcement of the new law, but it is believed that ample time has been allowed for every one to become acquainted with its provisions, and that here after vigorous action should be taken with offenders, particularly malicious offenders. In other wore s, there is a limit at which "patience ceases to be a virtue.,' In the opinion of the Board that limit has been reached and if a number of other persons do not comply with the law pther prosecu tions will follow shortly.
