It waa revived at the time of the election contest, four years ago, and Mr. C, Y. Dunlap. , registrar, of Qualla- township, at the left election, waa in dicted in the federal courts for rsf using te register the Indians, two years ago. Upon motion -61 Mr., Dunlap 's attorneys, Judge Webb quashed the indictment, holding that the members of the Easteik Band of Chenekees are wards of the federal government, and citizens of neither v the state nor the nation* The ruling of Judge Webb, clear and forceful, as it was, will doubtless settle the question^of the status of the Indians for a while at least. t: j v { ? The people of _ North Carolina, the great common people of the state v/ have lost their best friend, for Judge Clark was a real ) friend of the people, not a demagogue, who ranted of his love of the people and his devotion to their interests. That the commercial and industrial growth of North Carolina has been marked with small friction between the masses and the classes, that while the state has grown in industrial enterprises and great public service corpor ations, the rights of the people have been maintained and the corporations and the people have been treated with equal justice, <ie largely due t othe influence and ser-, vice of Walter Clark.
