The White House points ? - to the stcadv reduction of federal taxes, and deplores the failure of states and cities to imitate this ex ample. Is this criticism just? First it should be observed that; federal expenditures for normal func tions of government have not declined On the contrary, they have grown in the last five years. The reduction in federal taxes has come about, through the cleaning up of war-time finances and extraordinary war-time expenses. Only a scandalous disre gard of ordinary financial prudenco could have prevented an inevitable ?? reduction in federal taxes upon the resumption of peace. The states, on the other hand, had relatively fe?'T k unusual expenses as a result of wai ' Most of them had practically none, j beyond local aid ta disabled veterans. But state expenditures naturally grow with the passing years, as population increases and life grows more coin-; pi ex. State expenditures ought to in *. crease. Not all additions to local ex 1 penses are wise, but by and large, : they reflect the growth of prosperity and an intelligent widening of local interest in the welfare of the com munity. They spell better roads, bet ter schools, better hospitals, better ' care of children t!ic pub.ic health", more parks, more libraries more museums of art. / Not size of expenditures, thai? ? not -even, necessarily, the relative ? tax rate year by year--but wisdom, >c is the true test. Thirty one percent ? of the money spent by the states in; "r. 1925 went into permanent improve ? ment, of which four fifths were for better roads and waterways. C., Jan. 10?A new course is being given during the win ter quarter at the Cullowhce State Normal School involving the making of a complete health survey of the approximately 275 children in the, Oullowhce Training School. T.i course is under the direction of Dr. L. B. .Newman, resident physician,( and Professor C. H. Allen of the Ed ucation Department. Valuable .assist ance is being rendered also by Mrs. Bessie Haasis, trained nurse. ? A careful physical examination . and a complete health record is being made of each child in the training school, and a systematic follow-up i p-rgvam is being worked out. C., Jan. 15?Playing a beautiful game of basket ball, the Cullowhee Normal School Yodlers vanquished the Independent, Athletic Club of Andrews, N. C., last night in the Cullowhee gymnasuim, and there , by got sweet revenge for their defeat ! at Andrews last week. The Cullowhee (quint, moving as smoothly as well oiled machinery, completely bewilder ed the Andrews aggregation with a series of spectacular plays, long shots, and snappy dribbling.
