i I. m ?' ? A bill to be entitled an act to auth orize the issuance of road bonds of Ganey Fork's Township in Jack son County. The General Assembly of North Carolina do enact: Section 1. That the Board of Coun ty Commissioners of Jacklson Coun ty is hereby authorized and empower ed to issne serial coupon bonds of Caney Fork's Township, in said county, in the aggregate principal amount of not lo"s than Thirty Thou sand Dollars, and not more than Six tV^Thousand Dollars, in the discretion of said Board of County Commiss ioners, for the purpose of construct ing and improving the public road^i of said township, and is also* hereby! authorized and empowered to levy atlnually a special ad valorem tax on I all taxable property in said township for the special purpose of paying the! principal and interest of all bonds! issuer under this act, as snch prin cipal and interest becomes due, which tax shall be in an amount sufficient for said purposes and shall bo in add ition toi all other taxes authorized to be levied in said township. The proceeds of the sale of said bonds shall be pai^ to the Finance Comm issioner of Jackson County, and the said proceeds, after deducting tljc expense of printing, selling and issu ing the same, including attorney's fert5, shall be held bv said Finance Commissioner for the use and credit of Caney Fork's Township. Said pro ceeds shall be paid out and expended for the purposes hereinbefore stated, in the discretion subject to the order and direction of the Road Commiss-! ioner of said Jackson County, but said work shall be let on contract. | Sec. 2. That said bonds shall bo made payable in such manner that the principal thereof shall mn-j ture in annual installments, beginning' not more than two years after tho date of sai(j bonds and ending not more than thirty years after the dale of said bonds. Said bonds shall be issued in such form and denejmiua-' tion, shall bear such rate of interest not exceeding six per centum por t annum, and shall be made payable at such place or places as sai(j Board of County Commissioners may deter- j mine. Said bonds shall be issued | in the name of Caney Fork's Town sjiip and shall be signed by the chair man of the Board cf County Commis tiorlely rof Jacksoii County and the county seal shall be affiled to each bond and attested by tlie clerk of said board, but the cou}>ons need not be authenticated otherwise than by a fac-simile signature of said chair man. . I Sec. 3. That said bonds shall be sold by the said Board of Couniv Commissioners of Jackson County in the manner provided by the Munici pal Finance Act, 1921, for the sale of bonds of cities and towns, andj shall not be sold at less than par. I Sec. 4. Th<* taxes levied and col-1 leeted for the payment of the prin cipal and interest of said bonds shall be paid to the County Finance Com-1 i missioner and applied by hiin to the I payment, of said principal and in terest as they respectively come due.] ,See. 5 The bonds authorized byi this act may Ik- issued in addition to! the bonds authorized by any other act and they shall not be subject in any limitation prescribed by any oth er act. Sec. 6> That on or before the first Moiitlay in Mayj One Thousand Nifte J Hundred and Twenty*- Seven, the Board of County Commissioners of. Jacksom County shall call and euusc i to be held a special election in Canev! Fork's Township, in which said elec-j tion there shall be two ballots, one reading "For Road Bonds" and another "Against Road Bonds;'' anil it' a majority of the votes cast ?hsill be in favor of the issuance of said bonds, then said Board of Corinty Commissioners shall immediately j cause to be issued said bonds as. here in provided, for the purpose and in the manner herein prescribed; but it' a majority of said votes cast shall be against road bonds, then this act shall be null and void Sec. 7. That all tyws and clauses of laws in conflict with the provis ions of this act are hereby repealed Sec. 8. That this act sljali be in force and effect from and after its ratification.
