He does not oppose the 1 epoal of thetobacco and brandy tax ; and futhermore. he believes that the internal revenue laws are oppressive as enforced under existing legisla tion." Representative Brown, of Indiana, who was a member of the W avs and Means Committee hut Congress and will again be assigne d to that Com mittee, is preparing a tariff bill which he proposes to submit to his colleagues, or the Republican side of the House for their approval, as a substitute for anv tariff bill the Democrats ma\ bring in.
