The special message of Presi rlonf fr til Knntf. nn-tlift snbiect of the claims of England to cer tain of the territory of the South) American Republic of Venezuela, together with this governments correspondence on ibe subject with the government of Great Britain and ultimately the. last reply of Lord Salisbury the Premier of that Nation, and also tlie comments and suggestions of President Cleveland, in which he assumes and asserts a bold and strong and very determined stand in favor of a strict enforcement of the Monroe doctrine which pre eludes the aggression of England or any other foreign government on any of the territory on the "Western Hemisphere was and is the all absorbing toriic in public as well as private circles through out the United States for the last week; and in fact it is the chief topic of discussion throughout the world. It seems that Mr. Cleveland has got it into his head and heart at last to assert and also maintain American manhood; valor ant( rights. He proposes that Congress shall appoint a commission to determine the boundary i bet ween Venezuela and New Guiana, a vassal otJEngland, and that they shall report back and that the United btates shall maintain that boundary line and enforce its compliance by Eng- land oy iorco or arms 11 neces sary. It simply means that Eng land, and also' all other foreign powers or Nations, have got to abandon any disposition or de sire whatsoever to acquire" any territory or any kind of foot hold in the America'sr In this connection it must be taken into consideration that the United States nor any other American Nation has sought in tlfe slightest degree to acquire any territory in Europe or anyppr- tion of the old part oPthe inhab ited world; and more particularly has the United States refrained from interfering or in any way intermedling in any of flio affairs between those , Nations. The United States is at peace with all of them, except some such inci dent as this built up - on' aggran dizement , and indulged in by England, shall produce .breach; but should such an event be brought about by the too selfish English it can but result jn their losing and having to relinquish every foot of territory they al ready claim in the America's, in cluding the Dominion of Canada, New Foundland Nova Scotia. In fact every, inch of territory she claims on the Western Hemis phere. , The United States is very bad luck if it cannot defeat poor old England the third time after having donoo twice before when the United States were less powerful than they are now. A war by the United States at this time with any foreign power and more particularly a first class war with England would be the most popular event with the American people that ever oc curred and all sections of this common country would unite in one common?accord aud vie with each other in their prowess. The martial spirit that prevails and the advanced Navy of the United States with' the one which they could in very short order send out upon the ocean would be nor able to cope with any thing that England can do. Besides all this, for the countrys good, there is another consideration, and it is political. Mr. Cleveland and his cabinet no doubt view with much satisfaction the appar I vie iu people in savor of a war with England and that it woild be a popular war, and therefore they will not lie overzealous in avert ing such wur. For should it come it wou!d perpetuate the Democratic party in power. This in fact is.tlie only chauctv the Democratib' party has of electing a Democratic administration to succeed Cleveland's administra tion. It is a question whether the people want the war to come or not. The Republican leaders seem to want it to come as much o as the Democrats, i So far as ye are concerned v. e any let her come. Let her go Gallagher.' s The newspapers of England are caustic and somewhat sarcastic about the Presidents message and the .enforcement of the Mon roe doctrine and the appointment of a commission by .the President for the purpose of demarking the true line between Ventizuela and British Guiana. They seem to think the position of the United States is untenable, and will have to back down. A Rebel Brigndier, or one who would like to have been, but is now a Democrat in Congress, took the proper advantage of the enthusiasm, . or as Lord Bryon called it, "entusemiasiu;" on the occasion of adopting a joint reso lution by the House appropriat ing 109,000 in comformity with President Cleveland's suggestion in his special message Tuesday of last week on the Venezuelian question. He asked that some Republican should at that time introduce a bill to allow ex-Confederates to enter the U. S. Army and also the Navy. They are now prohibited by law from so-doing. Presently he will po out of place and power, carrying with him the curses of some, the adulation of others, and the average opinion that he was an average president, who, if he did no great good, did no great harm; marking time as it were, and leaving the public service very much as he found it, albeit, for the time be ing wrecking the cause which the peo ple fancied to be embodied in his per son. Mr. Morton's illustration of a bank and a bank president, with reference to Mr. Morton's master fits him per fectly. Mr. Cleveland has bad no higher ideal. The image which the people have con structed out of their own generous and confiding beliefs, setting it upon a pedestal, labeling it "Cleveland" and extolling its virtues, has never had any actual existence but in its stead a dull, plodding bank pres-ident, sus picious and grudging, destitue alike of imagination and sympathy, and far from a hero of any kind.
