The first installment of tl5,GG9 of the Morrill appropriation for agricultural and mechanical edo cation in all the States and Terri tories, arrived here yesterday, and was deposited with State Treas urer Bain. The act paed Con gress August 30, 1SD0, but there has beeu some trouble about Ret ting the money. This was due to the fact that the act provided that there should be uo discrimination between the entrance of students of different races, and if there should be, it is provided that an other college shall be established for colored people. North Caro lina has beeu able to receive her part of the fund by reason of a provisional arrangement which was suzsested by Mr. Y. S. Prim rose, who weut to Washington to try and a.ljasl the matter if possi bfe, ami who MK-cerdrd in doing it, theieby rendering a mot val uable servire to North Carolina. The proiiosition made by Mr. Primrose, which was accepteil. was that Shaw Uutvcistty should be considered an annex of the Agricultural and Mechanical Col-legr-. This arrangement wa agreed to and touk effect about the middle of No ember, since which time the piofessor of the established Agricultural and Me chanical College have been giving instruction at Shaw University. This arrangemeut wan to continue till an institution shall be estab lished for the colored people by the Legislature. The first installment a provided for by the bill was 615,000, and was due July 1, 1S90, aud was paid yesterday. The next instalment will be 816,000, and will increase in that ratio yearly till it reaches 923.000. This act is known as the Morrill act. No part of this fund can be used for the purchase or repair of other buildings or to pur chase lands. To Mr. W. S. Primrose is due the credit of arranging success fully to secure the fund, and with out his proposition there might have been a prolonged contest over the matter. The South had in the year 1S90 a period ot prosperity without precedent in the last three decades of its history. It was a period of remarkable activity in every de partment of industrial and com mercial enterprise. Nearly 4,000 new productive undertakings were organized during the year, accord ing to the Mamufactmrtrs' RecmrJL, and a large proportion of those organized in 1880 were carried to completion. The assessed valua tion of property tor 1S90 was greater by $270,000,000 than in 1889, and greater by $ 1 ,600,000,000 than in 1880. The cotton crop was 7,313,726 bales, or 206,010 more than in any previous year. Southern cotton mills took 549, 478 bales, as against 266,000 bales five years before. There was an increase of 279,759 spindles em ployed upon cotton in the twelve months of 1890. The production of pig iron was 1,960,000 tons, or 1,000,000 tons more than in. 1&S9. During the year the Sooth built 2,490 miles of railroad, against 2,296 in 1SS9. The gross earnings of Southern railroads for 1890 were $100,894,517, a gain of $10, 604,047 over the previous year. What is more important from tfce point of view of the investor, net earnings showed a proportionate increase. Beyond question the railroad interests of the South are more promising to-day than those of any other section of the Union. Much of their prosperity in the past has been due to the increased movement of Southern products intended for exportation. The value of exports from all Southern ports in the eleven months ended November 30, 1890, was $268,293, 43fOr $24,141,020 more than in the like months of 1880. The significance of these figures will be seen when it is considered that the increase of exports for the rest of the country was but $4,834,477. The paying crops of the country, those most in demand abroad, are those evidently of the South, and the improved transportation facil i.ies of the trunk lines of that sec tion are giving increased business to Southern ports. With an in creased volume of commercial transactions, the South has natur ally developed improved banking facilities. The number of its national banks is now 590, with an aggregate capital of $90,763,- 705, the increase in 1890 having been 104 in the number of banks and $10,935,000 in capital. Their prosperity is indicated by the fact that their net profits in the twelve months ended November 30, 1890, amounted to 11 percent, of their capital. With such profits it is not surprising to learn that the national banks of the South have much more than doubled in num ber and capital in the last decade. The population of the South, in- eluding the District of Columbia, was over 18,500,000 at the close of 1890, an increase of about 3,000, 000 since 1SS0. The solidity of the prosperity we have been de picting was illustrated by its steadiness during the recent mon etary troubles in the North.
