ERV1N, - Stat Iibrry VOL. VIII. AFTER TEN YEARS. Capt. Stowe Finds Loet Money and r. pera A Remarkable Incident. Charlotte Obsc-rcer. It isn't often that a roan recov ers lost property alter a lapse of ten years, especially when that property is money or its cquivo lent. Such an experience has Capt. H. D. Store had this week. Ten years ago he was contrac tor for the Richmond & Danville road, Air Line division. In Oct., 1S92, on one of his trips to Char lotte he brought with him an en velope containing some valuable papers and vouchers for $300 due him from the company. While in the city he mislaid the papers and after diligent search, gave them up for lost and reconciled himself to such being the case. Tuesday, Capt. Stowe had busi ness m Dr. E. Nye Hutchison's office and on entering was in formed that Mr. W. M. Pegram. in clearing up an old desk ot Dr. Hutchison's, had come across an envelope bearing his name. Capt. Stowe could hardly believe it to be the one he lost exactly ten years ago, but on opening it he found the same vouchers and eve ry paper just as he remembered placing them. The envelope he nad lata on ur. Hutchison s desk, and although the desk has been repeatedly moved, the envelope luunuicu jusi n iicrc 11 was ff$l laid. Capt. Stawe was rejoiced on finding his vouchers, and is vet wondering over the remarkable find after a lapse of so many years. CHANCE IN TELECRAPri RATES. The Western Union Makes Sm Con cessions to Customer. Several changes in the rates for telegraphic messages made by the Western Union Telegraph Com pany which went into effect Octo ber 1, have escaped much ncticc. except among those who have cansiderat le telegraphing to do. and to whom the slightest redac tion in rates means great saving of expense. The most important chance which has been made is in the manner of charging for numbers. t-ormerly, in a number, every figure was counted as one word, but under the new system figures, letters, commas, points, and bars of division, or any combination thereof, (as in cipher messages.) are counted three figures, letters or signs to the word and any group tnereot less than three figures, letters or signs, is also counted as one word. To prevent liability to error, numbers and amounts should be written in words and this makes no difference in the charges. Other changes which have been made are in reference to the body of a message where dictionary words, initial letters, surnames of persons, names ol cities, towns. villages, States or territories or names of Canadian provinces are counted and charged for as only one word, while in the names ot counties and countries all the words are charged for. lhus the names of c:ties and towns, as New ork, St. Louis White Plains, count only as one word each, while New ork county is charged for as three words. tiny ThonMBtl froplv Draw.nl. The American people spend $42,000,000 a year for letter post age. Mail-Bag locks in the Lnited States are changed every eight years. A postage stamp worth $;.oco has been discovered in New ork. It is estimated that there are now 6,335 postmistresses in this country. It is barely fifty years since the postal stamp was introduced into the Lnited States.
