The most exciting state topic for the past few days has been the trouble between the negroes at James City, N. C, (on the Trent river opposite Xewbern) and the sheriff of Craven count. The courts having decided that the land on which James City is built is the property of Gen. James A. Bryan, of Xewbern, the negro in habitants, numbering about 2,000 have stubbornly refused to get out or pay rent. The sheriff, armed with writs of ejectment, was defied, and Governor Carr or dered a regiment of the State guard to the scene of the trouble to enforce the mandates of tne law. In the face of the military the negroes capitulated and agreed to pay Gen. Bryan a nom inal rent for three years, with the privilege at any time during that period of removing ther houses from the lands. The negroes were placed in possession of the Bryan farm by a federal officer during the war, and Gen. Bryan has been fighting in the courts for thirteen years to regain his property. It was nothing but justice that he should have regained his posses sion, and it is a cause for general rejoicing that the law has been en forced without bloodshed, but at the same time it looks like some body had wronged the ignorant darkies, who after a quarter of a century are hustled out of homes they thought were their own. The suggestion has been made that an officer of the government, having placed the negroes in possession of the lands, the government ought to pay General Bryan for the property and let the darkies remain. Mr. Cleveland has served no tice on the coun try that he pro poses to maintain the public credit, and that he will maintain the party between gold and silver coin as long as there is a gold dol lar in the treasury. He has also notified the New York bankers in directly but none the less pointedly that he does not need their advice about the management of the pub lie finances. Europe is drawing heavily on the United States for gold now, and there has been an apparent effort to force gold to a premium or to force the govern ment to sell bonds to maintain its gold reserve. The administration says in effect, we have Sioo.coo.- or of gold in the treasury, and there are $700,000,000 in gold coin in the United States ; when the holder of U. S. treasury notes de mands gold we will pay out the gold as long as we have it, and when we get out or the margin is too close it will be time enough to talk about issuing bonds. Mr. Cleveland says in effect that the present condition of the treasury is due to pernicious Republican legislation and to the reckless waste of the public funds by an extravagant Republican Congress And the people know that is the truth. In the mean time the Cleveland administration is show ing the country that it will date every dollar issued by the govern' ment as good as any other dollar and that the New York bankers will have very little to say as to the financial policy.. Asheville, the mountain capi tal of the west, is having monkey and a pariot time" over its municipal affairs. The regular Democratic organization has nom inated a ticket headed bv Mr. T C. Starnes, for mayor, and th "citizens" have nominated Mr. T W. Patton for the mayoralty, and the fight waxeth warm. The re formers of course are the "citi zens," just as in the last genera election the Gideonites were "th people," and the Democrats, wild and wooly and wicked, are neither citizens nor people as a matter of course. Sixty miles away from the scene of the conflict, it look like some of the members of the unterrified Buncombe Democracy are doing the Mary Ann Bull act. We don't know whether Asheville needs "reformii or not, but if it does, the same en thusiasm and zeal displayed ii carrying the Democratic primary as was shown in the "citizens' meeting ought to have done thi business, without making it neces sary to enter into an entangli in alliance with the entmies of th party. We are of the opinion that the best "people" and the best "citizens" are inside the Dem o- cratic ranks, and that the best re formers are those who work out their measures inside the party lines. Can't the North Carolina banks scare up a few millions in gold for the national treasury ?
