The Governor listed social welfare programs planned for the future by the last General Assembly and which will begin operation as postwar con ditions permit. He urged the counties to work continuously to raise average pay ments of cash grants to needy aged and to dependent children and thus pull North Carolina up from its pres ent rank of 46th an 44th among the states in these respective programs. "One of the first aims of our peace time program should be to get all the mentally ill persons and all the children out of county jails in North Carolina," the Governor declared. He termed the programs of licensed boarding homes for- neglected, de pendent and delinquent children and for aged persons receiving funds from public sources as valuable in providing homelike atmosphere and proper care.
