Council of State officials accept responsibilities during ceremony

RALEIGH The miserable Janu
ary weather could not keep 8,000 North
Carolinians from turning out Saturday
to see their elected officials swom in
and parade around the state capital.
While a steady drizzle fell through
out the ceremony, the officers of the
N.C. Council of State were swom in by
members of the state Supreme Court in
front of the State Library.
N.C. Commissioner of Insurance Jim
Long was swom in by Associate Justice
I. Beverly Lake. Long defeated Repub
lican candidate Mike Causey in No
vember.
Harry Payne was then swom in as
N.C. commissioner of labor by Lake.
Payne won election to the office by
defeating Republican challenger Nelson
Dollar.
The crowd took delight in N.C. Com
missioner of Agriculture Jim Graham’s
booming response to Associate Justice
Willis Whichard’s administration of the
oath of office. Graham, who has held
the office since 1964, defeated Repub
lican Leo Tew in November.
“I do, and by the grace of God, 1
will,” said Graham, while accepting his
agricultural office.
Whichard also swore in new state
Attorney General Mike Easley, who
defeated Republican Joe Dean for the
office.
N.C. Superintendent of Public In
struction Bobby Etheridge, who was
swom in by Associate Justice John
Webb, accepted the office “on behalf of
the 1.1 million school children of North
Carolina.” Etheridge defeated Republi-
