"(Hand counting) did not bother us when they came to the same count three times on the first night,” McNemey said. “When the board proceeded to count four times with varying results, we questioned that method of counting ballots.” said. Members of congress questioned whether student activities fees could be used to aid high school students who would be attending the following year. A ruling made by Speaker Roy Granato in the fall states that such a use of activity fees would violate the Student Code. Congress voted Sunday to support Granato’s fall ruling, however. UNIVERSITY Mistry said he thought Scantrons should be used. “I would like to see Scantrons used,” Mistry said. “It eliminates human error.” On Feb. 20, the night of the run-off election, the board declared McNemey and Mistry the winners after hand count ing the ballots. The board announced that McNemey and Mistry garnered 367 votes to Robbins and Bruce’s 365. At the request of Robbins and Bruce, the board re-counted the votes Feb. 21, showing Robbins and Bruce the winners of the election with 367 votes to McNemey and Mistry’s 366. talented African-American and Native- American students who would attend the University in the fall of 1997. “I support minority recruitment and so does the Student Congress,” Granato said. Nelson said he wanted the program to convince minority students who had al ready committed to the University that UNC would be the right choice. Since Granato was not eligible to vote because of his position, he said he did not know how we would have voted on the issue. The group had originally requested $ 1,600 for travel and lodging for its compe titions. ■ The Elections Board received the fund ing it requested, but, in light of the hand counting problems of the Senior Class run off election, a rider was attached to their budget, stipulating that they could not spend student activity fee money on ballots that were not Scantron. “Not only is that a death sentence for a ton of trees, but it will end up costing congress four times as much as regular ballots,” Elections Board Chairwoman Annie Shuart said Monday. Gasperini said adding riders was a rou tine procedure in congress. “The election laws are written by congress. It is my position that the state should decide the venue for this case.” Fox said that there was no question about where Mansur was killed. “I think that the issue of where the acts occurred are clear,” Fox said. “When they really examined what he was saying about where he dumped the body, it really was in Orange County. Edna Tew, Mansur’s mother, said she had not expected Goble to plead guilty. “I was not a bit surprised,” Tew said. “He did that because of the (possibility of faring) the death penalty.” Tew said she would be satisfied if Goble got life in prison instead of the death pen alty. “I would be content with a death sentence if he got that,” she said. “I would be content if I could get a guarantee that he would get a life sentence and could not get out and kill again.” Last fall, Goble pleaded guilty in Greenville, Tenn. to the murders of two otherwomen. Both women were suspected prostitutes who Goble had met at track stops. Their bodies were found dumped along interstate highways.
