With more than 60 percent of TWA Flight 800 re covered and two debris fields mostly cleared, the Navy salvage-and-rescue ship USS Grasp headed home Tuesday. 'The vessel was sent on its way back to its home port in Virginia, and divers and the Grasp’s sister ship, the USS Grapple, will began focusing on the debris field farthest from Kennedy Airport. As the USS Grasp prepared to lift anchor, Navy Rear Adm. Edward K. Kristensen thanked about 100 divers and other crew on board. He told them that they “can walk a little taller around Norfolk for a long, longtime.” Divers were running out of wreckage to collect in the two debris fields closest to the airport, National Transportation Safety Board vice chairman Robert Francis said Monday. “This is little stuff that’s being brought up,” he said. “There’s no large pieces of wreckage out there. ... The postponement came as the Penta gon announced that 5,000 Army troops will be deployed to Bosnia. The troops will provide extra security during the scheduled withdrawal of American peacekeepers four months from now in December. The extra security reflects a shift from implementing the Dayton peace accords that ended the 3-year-long Bosnian war to planning a safe pullout of the NATO led peacekeeping force. Foreign election monitors said voting would go ahead for national and regional offices. Elections of municipal candi dates, however, would be delayed indefi nitely. The elections are a crucial aspect of the Dayton peace accord. Even though the accords provided for possible postponement of the municipal voting, officials had hoped that candi dates at all levels could be elected at the same time. Having elections at the same time would have provided the greatest pos sible stability for Bosnia. Bosnia’s nationalist parties espe cially the Bosnian Serbs have been accused of trying to fix the outcome of local elections. The accusers say that the Serbs havebeen informingrefugees where they can go to cast their ballots.
