Town Cuts Ties With Architect
Town officials say they did
not agree with the estimate
the architect working on
the police station cited.

Proposed renovations to the Chapel
Hill Police Department have come to a
standstill after town officials “severed”
agreements with a Durham architect.
The Chapel Hill Town Council has
delayed making any decision on the
$600,000 proposal addressing years of
water damage and increasing space con
straints on the police headquarters.

Mich. - In a school shooting made more
shocking by the age of the youngsters
involved, a 6-year-old boy pulled a gun
from his pants and shot a little girl to
death Tuesday in front of their horrified
first-grade teacher and classmates.
The boy fired a bullet from a .32-cal
iber gun inside Buell Elementary near
Flint, 60 miles from Detroit, striking 6-
year-old Kayla Rolland in the neck. She
died a half-hour later.
The boy, whose name was not
released, was taken into the custody of
the state child welfare agency after the
shooting.
Prosecutors did not say how they
thought the boy got the gun, though
they said it had been reported stolen in
December and was in the boy’s home.

Sundays. Her motivation and unselfishness set an example for all students.

He also stressed that the town never
fired Roughton.
“We plan to engage another architect
to evaluate the recommendations of the
first architect,” he said.
“We severed the relationship and
consider that phase of the job complet
ed.”
Horton said the town staff spent
about $15,000 on the report, and as
town manager, he said he was responsi
ble for making the final decision to cut
ties with the architect.
Chapel Hill police Maj. Greggjarvies
said he had concerns about the esti
mates made by the architect.
“We had difficulty coming to terms
with the figures he was providing,” he
said.
“We weren’t confident in his business
numbers.”

A. Busch said there might have been
“some sort of scuffle or quarrel on the
playground” between the boy and girl a
day earlier. He said five pupils were in
the classroom preparing to leave for the
library when the shooting occurred. The
teacher was standing in the doorway
when the boy, who had the gun tucked
in his pants, pointed it at a pupil, Busch
said. The boy then turned toward the
Kayla and fired the only bullet in the
gun, the prosecutor said. The boy ran
into a bathroom and dropped the gun
into a trash can, Busch said.

vations would resume soon, but recog
nized that starting over would probably
delay the project for at least two or three
months.
Council member Kevin Foy said the
decision to delay acceptance of Horton’s
proposal stemmed from ambiguity in
the department’s repairs.
“It wasn’t clear what the renovations
were going to entail precisely,” he said.
“The manager went back to the archi
tect, and he could not get a satisfactory
explanation.”
Foy said the inability to attain a clear
justification of the estimate was the main
reason for terminating the working rela
tionship.
Roughton refused to comment.

Rutherford told reporters at the police
station that the girl’s version of events
was inaccurate. Police Chief Eric King
said he had not heard of the girl or her
story. He said investigators bad inter
viewed the children who were in the
class at the time of the shooting, and she
was not among them.
Regardless of what the investigation
reveals, it might be impossible to bring
charges against the boy, the prosecutor
said. But he said someone might face
charges for enabling the boy to obtain
the gun. “There is a presumption in law
that a child ... is not criminally respon
sible and can’t form an intent to kill.
Obviously, he has done a very terrible
thing today, but legally, he can’t be held
criminally responsible,” the prosecutor
said.
“We will get to the bottom of how
that gun got into that little boy’s hands.”
Morgan’s popularity among students
and residents could be attributed to his
original approach to serving food.
“(Hot dog vending) sure is a great
business to be in,” he said.
“Morgan offers something that’s easy
and inexpensive, and on top of that, it’s
good.”
