From Page 3 The town filed the lawsuit March 29, asking a Superior Court judge to enforce the fine against the builder and have Riddle Properties finish installing the lights. The town hired the local law firm Baddour & Milner to handle the matter. Allen Baddour said the town has spent time and money trying to resolve the matter and thus feels the fines are justi fied. “The point of the civil penalties is not to make money, but to levy a penalty for the delay,” Baddour said. “The main issue here is to make sine (Riddle Properties) complies with the special use permit it was granted at the begin ning of the process back in 1992.
