But Guillory said it is difficult to pre dict the constitutionality of districts because there are mixed precedents. “Under the Voting Rights Act, (legisla tors) can’t regress or go backward in minority representation, but the Supreme Court has said race can’t be the predom inant factor in redistricting,” he said. Joanne Marshall, dean of the School of Information and Library Science, said the idea for the major stemmed from a high demand for the information science minor and the evolving techno logical needs of the Triangle area. “UNC is not seen by others as a sci ence and tech campus, so this major will help remedy that image,” Marshall said. The new undergraduate degree will consist of 10 courses and include three dif ferent areas of concentration. The School of Information and Library Science expects an enrollment of 35 students in the new major’s first year and a full capac ity of 100 students by its third year.
