Pilot Program Aims to Draw Future Teachers to State

Three UNC-system campuses are
slated to receive state funding for a pilot
program aimed at reducing North
Carolina’s teacher shortage.
The Focused Growth Pilot Program
allows Elizabeth City State University,
UNC-Pembroke and Western Carolina
University to allocate up to $178,380 each
to cover tax breaks for education majors
from adjacent states to pay in-state tuition.

program that applied to the 15 campus
es that offer teaching degrees, but lack of
funding reduced the program’s scope,
said Gretchen Bataille, UNC-system
senior vice president for academic affairs.
The program will allow each institu
tion to offer in-state tuition to a maxi
mum of 20 students coming from neigh
boring states who enroll in a full-time
teacher certification program.

Michael Dougherty, dean of the
College of Education and Allied
Professions at WCU, said it is a privilege
to participate in the pilot program.
He said North Carolina will need
about 8,000 new teachers each year for
the next 10 years. He added that the pro
gram could expand if it is successful.
Bataille said the 60 program partici
pants might cut into in-state students

But Dougherty stressed that the pro
gram will not prohibit the number of in
state students who are admitted to WCU

will help not just itself (in increasing its
enrollment) but the whole UNC system
in its goal to improve K-16 education.”
Bataille also said that because success
ful transfer programs already exist for vet
erinary and health-care departments, she
expects this program to be beneficial.
But Thompson said it is too early to
estimate the program’s success. “I don’t
know what to expect.”
