State Fair. At about 10:55 a.m., Allen, who is from Philadelphia, was on a platform below the ride when he slipped and was struck by one of the cars on its way down. See Page 5 Ballistics link gun found in suspects' car to the shootings The Associated Press ROCKVILLE, Md. - One of the United States’ most extraordinary manhunts culminated Thursday in the arrests of an Army veteran and a teenager, asleep at a roadside rest stop - perpetrators, authori ties believe, of a bloody, three-week sniping spree that left 10 people dead and multitudes paralyzed by fear. John Allen Muhammad, 41 - arrested with 17-year old John Lee Malvo - appeared in court and was ordered held without bail. Both, said Montgomery County Police Chief Charles Moose, are considered suspects in the sniper attacks. The two were arrested without incident by mem bers of the sniper task force at a rest stop in Frederick County, Md., 50 miles northwest of Washington, D.C. The time was 3:19 a.m. A gun found in the suspects’ car -a Bushmaster AR-15 rifle - had been linked by ballistics to 11 of the 14 shootings, including one in which no one was injured, said Michael Bouchard, an agent with the federal Bureau of Alcohol, Tobacco and Firearms. Thus far, the plan calls for pam phlets and packets to be given to stu denft when they decide not to recon tract with campus housing. Information on noise ordinances, how to dispose of furniture and rules regarding keeping animals will be among the items included in the pack ets. Proposals Aim to Imbue Honor System With Respect By Rob Leichner Staff Writer Faculty members ignore it because they think it’s ineffective. Students don’t make an effort to understand its intricacies because they think it lacks significant meaning. This common lack of respect for UNC’s stu dent-run honor system prompted Chancellor James Moeser to appoint a task force of stu dents and faculty last year to review the system. Now, the Committee on Student Conduct is reviewing the task force’s proposed changes, which address faculty involvement, student awareness and integrity issues. According to the Instrument of Student Judicial Governance, the document written in 1974 that lays out the tenets of the Honor Code and Honor Court proce dures, faculty are required to “take all reasonable steps” to enforce the Honor Code. The instrument states that students are required to “obey and support the enforcement of the Honor Code.” This includes obeying the Campus Code, which is the part of the Honor Code that prohibits actions that would “impair significantly the welfare or the educational opportunities of others.” Violations of the Campus Code include alcohol and More Than Apu Students discuss Indian- American stereotypes. Gesner made no mention of the sniper killings. Muhammad spoke little during the 10-minute hearing. When Gesner asked if he understood the charge, he quietly answered, “Yes, ma’am.” Malvo, a citizen of Jamaica, is considered by the court to be a juvenile, and all of his proceedings are closed. Police said he is being held as a material wit ness, pending charges, and they did not identify him. A law enforcement official, speaking on condition of anonymity, outlined developments that led to the arrests: On Oct 17, a Montgomery County, Md., public information officer received a call from someone they now believe was the sniper. The caller referred to a rob bery-homicide in “Montgomery” - not, in itself, enough to prompt authorities to call police in that Alabama city. The next day, a priest received a call from some one who mentioned a crime in Montgomery, Ala. It’s unclear whether the caller referred to the sniper killings, but the conversation prompted the priest to call the hotline. Authorities put the two calls together. Evidence from a Sept 21 robbery attempt outside a liquor store in Montgomery, which killed one employ ee and wounded another, then led police to the men. drug violations on campus, vandalism and harassment of other students. All possible violations of either code must be reported to the student attorney general or to the dean of students, both of whom ulti mately charge students and decide their guilt or innocence. Some faculty members said they report all possible violations, but others said they do not trust the Honor Court to adequately deal with the situations. David Creecy, a resident of the Outer Banks, was in an Irish pub during the blast and had to fight his way out, Marc Creecy said. Michael Peck, the bum center’s director, who is in charge of David Creecy’s care, had been consulting by phone with those in Singapore caring for him since the day of the bombing. David Creecy arrived in Chapel Hill on Sunday after a MedEvac flight from Singapore brought him to Raleigh- Durham International Airport. Peck said in a press conference Thursday at the N.C. Women’s Hospital that David Creecy, who has second degree bums covering 60 percent of his body, is not unstable in any way despite being fisted in critical condition because of the intense level of care he requires. “His biggest challenge is, number one, dealing with the pain of the bum wounds and, number two, coming to terms with his loss of strength and endurance,” Peck said. He also said physical and occupational therapy will be integral to David Creecy’s recovery as soon as his wounds heal. Norma Mills, general counsel for state Sen. Marc Basnight, was central to arranging for David Creecy’s return to the United States. “She is now, and always will remain, a cherished member of our extended family,” Marc Creecy said at the press conference.
