Satty (Ear Itel Iraqi police, residents return to troubled city THE ASSOCIATED PRESS FALLUJAH, Iraq lraqi securi ty forces and civilians who fled days of street fighting in Fallujah began to return lYiesday in a critical test of an agreement between U. S. officials and local leaders to end the U.S. siege of the rebellious city. A U.S. military-run radio station urged residents to hand over heavy weapons to Iraqi security forces or at the mayor’s office. It was not yet known if guerrillas would abide by the call to surrender their arsenals. U.S. commanders have warned Marines might launch an all-out assault to take the city if the insurgents don’t disarm. Maoist rebels have ordered an election boycott in Jharkhand and neighboring Bihar state, where a voter was injured when a bomb exploded outside a polling station. Gunmen killed a man on his way to vote in Arah, 25 miles west of Patna, the capital of Bihar, police said. Just outside of Patna, a polling agent was shot to death, police said.
