Saihj (Ear llrrl License examiner indicted THE ASSOCIATED PRESS ASHEVILLE A former state driver license examiner was indicted by a federal grand jury on charges she issued more than 100 licenses, permits and identification cards for up to SI,OOO apiece. Court documents allege former Division of Motor Vehicles worker Renee Friedman Jones, 51, entered into ah agreement with two drug dealers to issue state documents to people ineligible because of crimi nal convictions, immigration status or lack of vehicle insurance. The indictment alleges Isidro Hernandez-Ramos and Jaime Arroyo Resendiz split the pro ceeds with Jones from people seek ing fraudulent licenses, learner’s permits or identification cards. Hernandez-Ramos and Resendiz have not been charged with helping to issue the licenses and permits. Hernandez-Ramos would call Jones, notifying her that some one was coming, the indictment Abu Ghraib report calls out officials THE ASSOCIATED PRESS WASHINGTON, D.C. - The Pentagon’s most senior civilian and military officials share a portion of blame for creating conditions that led to the Abu Ghraib prisoner abuse scandal in Iraq, according to anew report. The report, by a commission appointed by Defense Secretary Donald Rumsfeld, was briefing Rumsfeld on its findings and rec ommendations Ihesday in advance of a Pentagon news conference to release the details. The commission was headed by James Schlesinger, a former secre tary of defense. A person familiar with the report said it implicitly faulted Rumsfeld and Gen. Responding to terrorism fears, North Carolina in December made it tougher to get a driver license by limiting the number of documents that could be used as proof of iden tity. With the changes, people must prove they are North Carolina resi dents and provide a Social Security number if they have one or a fed eral tax ID number if they do not. Under the old rules, a bank state ment, a payroll stub or a Matricula Consular —a Mexican ID card could prove identity. Jones was indicted earlier this month. The document had remained under seal in federal finding that those responsible for the military prison system in Iraq were operating under confusing policies on allowable interrogation techniques. The person discussed some aspects of the report on condition of anonymity. She is under house arrest in her Asheville apartment. Her attorney, Charles Brewer, could not be reached for comment Monday. Jones, who is fluent in Spanish, met Hernandez-Ramos while she was temporarily working at the Marshall DMV office in Madison County. She was filling in for a DMV employee there who was ter minated for illegally issuing driver licenses. The indictment said in one case, a man who was ineligible for a license because of a conviction was sent to Jones by Hernandez- Ramos. The man paid Hernandez- Ramos SI,OOO and received a birth certificate in the name of Jose Elias Fontan Reyes and fictitious insur attorney for Spc. Javal Davis for Rumsfeld and his chief deputy for intelligence, Stephen Cambone, to submit to an interview, but said the request could be brought back if the defense can fill in some of the gaps. “There’s got to be some links in that chain,” Pohl said. Davis and the five other military police accused of abusing prisoners at the prison near Baghdad insist that they were following orders from military intelligence officers and civilian contractors. A seventh soldier, Spc. Jeremy C. Sivits of Hyndman, Pa., pleaded guilty May 19 to taking pictures of naked prisoners and was sentenced to a year in prison. After he took the computerized and driving tests, Jones issued a license to him in the name of Reyes on Jan. 13. In another alleged instance, a woman described in the indict ment as an illegal immigrant from Honduras had a learner’s permit, but repeatedly failed the driving test. Resendiz directed the woman to Jones, who allowed her to perform the driving test in a parking lot and then issued a driver license. The woman paid Resendiz SSOO. Resendiz was arrested in February on charges of possession with intent to sell and distribute cocaine and marijuana. When he casts a vote for President Bush in November, it will be his first for a Republican in 52 years as a voter. Miller, tapped to deliver the keynote address at the Republican National Convention next week, revealed his unanimous alle giance to Democrats in an inter view Tuesday with The Associated Press. “I have never voted for a Republican in my life,” the former Georgia governor said. “I have sup ported every Democratic campaign since 1952.1 have voted for hun dreds of loceil and state Democratic candidates. “There is no one that has worked harder or longer in the vineyards of the Democratic Party.” Miller’s endorsement of Bush and his selection as the GOP Convention’s keynote speaker has sparked outrage from many Democrats. Roy Barnes, both of whom lost their re-election campaigns. He said he did it because they were good friends. Miller is refus ing to do any television ads for any candidates in Georgia this year. Democrats contend Miller’s political transition started long before the terrorist attacks. They point out that his Senate vot ing record has sided mostly with Republicans since almost his first day, when he was appointed by Barnes in 2000 to replace Sen. Paul Coverdell who died while in office. “Regardless of what Senator Miller has been calling himself, he has spent his time in Washington voting with the Republican Party against Georgia’s working fami lies,” said Bobby Kahn, Georgia’s Democratic chairman.
