<Tbr Daily Sar ttrd VP gives address in Carson’s place Focuses on unit} and future plans BY LINDSAY RUEBENS STAFF WRITER Student government’s annual State of the University Address was low-key and somber Tuesday night in a small lecture room in the base ment of Peabody Hall. About 30 members of Student Congress listened as Student Body- Vice President Mike Tarrant deliv ered the speech in place of Student Body President Eve Carson. In the speech. Tarrant said he thinks the student body is stronger now than ever. “1 have never seen this campus community come together like this before," he said. “Eve brought us together." Tarrant spoke about hopes of carrying on Carson’s vision, and his address was largely composed of quotes from her. “This was her speech." he said afterward. “That's why l wanted a lot of it to be in her own words, so in a way, it still served as her own voice as student body president." She said that student government will take advantage of blogs and e mails to report to the student body what has been done thus year. ‘We re going to have to be inno vative and creative in doing that since we re not holding it in the tra ditional venue this year." she said. Tarrant spoke about Carson's values of transparency, inclusion, honesty and accountability, which he said was the Carolina Way. One issue that Tarrant spoke about at length was working to implement an expense report, which explains to students how tuition increases are spent. Even though he said this year's increases were less than initially proposed, he hopes next year tuition changes will be more predictable for the student body. He also addressed positive changes that the Carson admin istration made, such as introduc ing the Junior Year Scholarship, increasing printing availability in residence halls and reducing cam pus water consumption. The address was brief and emo tional. “I know how much she cared about these things and about mak ing this University the best that it can be," Tarrant said afterward. On March 3, Vanderbilt University launched AlertVU, which requires users to sign up for all methods. But though UNC has pushed text messaging as a key- method of com munication, Johnny Vanderpool, emergency management coordina tor, said text messaging is the worst way to send an alert. “You really need to sign up for as many forms of communication as possible,” he said, adding that car riers such as Verizon, Sprint and AT&T put text messages at the bot tom of their lists of things to send. “We re at the mercy of the carri ers,’ Vanderpool said. Virginia Tech’s VT Alerts allow students to register for up to three of the possible contact methods: text messages, instant messages and calls to home, office or mobile numbers and e-mails. Those registered can rank their contact methods in a pre ferred order of delivery . Larry Hincker, associate vice president of university relations at Virginia Tech, said each type of alert takes a different amount of time to reach the community. An e-mail to 36,000 people takes less than five minutes to send. The alert text message can take up to 18 minutes to send to 21,000 registered phone numbers —a rate of about 1.200 messages per minute. The rate can vary because there are so many different servers through which to send the messages. “It really all depends," Hincker said. “We can do a notification from our primary vehicles in less than 20 minutes."
