The delicate flush has faded and the light,

The world with such a winning loveliness,
And on its bright brief pourney gathered up
Such treasures of affection ? She was loved
Only as idols are. She was the pride
Of her familiar sphere the daily joy
Of all who on her gracefulness might gaze,

Have a companion's portion. Who could feel,
While looking upon, beauty, sucn as hers,

people, for two years. The Representatives are ap
portioned among the different States according to
population. The present ratio, according to the
new apportionment, is one member for every 70,680
souls, in each State making the. whole number of
members 233. The compensation of, each member
of the Senate and. House of Representatives is'
$3,000 V session, or $6,000 tor each Ctngress, and $8
for every twenty miles of travel in the usual road,
in going to and returning from the seat of Ge vern

The number of Electors of' , President and Vice
President, under the new apportionment, will.be 296,
of whom 143 is necessary for a choice. ' j
The Government of the United States is represented
by Ministers Plenipotentiary at the Courts of Great
Britain, France, Russia,'. Austria, Spain, Brazil, and
Mexico; and by Charges d' Affaires at the Courts ot
most of the other foreign couutries with which this
country is much connected by commercial inter
course. The pay of Ministers Plenipotentiary is
$9,000 per annum, as a salary, besides $9,000 for out.
fit. The pay of Charges d'Affaires is $4,500 per
annum ; ot Storetaries of Legation, $2,000 ; of Min
isters Resident, $5,000. ,1

Among the 'regulations just issued by the Post
Master General, to carry out the recent laws of Con
gress, are the following :
All newspapers transmitted through1 the mails will
be hereafater rated with postage, except exchange
papers between the publishers of newspapers, and
th ose.franked by persons enjoying the privilege ; and
contractors may take newspapers out of the mails
for sale or distribution among subscribers. - ,
Transient newspapers, or those not sent from the
office:of puplication to subscribers, handbills, or cir
cular letters, printed or lithographed, not exceeding
one sheet in size, will pay one cent upon delivery at
the office, and before th'ey are put in the 'mail, and
all such will be charged by post masters as prepaid'
matter, in. the way bills and upon the account of
mails sent, and stamped or marked " paid," with the'
name of the office from which sent. I
