Secretary Hay's prompt action upon the appeal of the Chinese government, throitgh Youn-Shi-Kal and Minister Wu, relative to tho evacuation of Tientsin, has met Tith success. Forty pris oners confined, In the county jail made a daring attempt at escape today by blowing out the rear end of the jail with dynamite. The building was badly wrecked and one wing of the court house shattered. The prisoners had secreted themselves In their cells and none of them was injured. Jailer Thomas rushed to the scene the minute the ex plosion occurre. and, revolver in hand, guarded the hole torn out by the' explo sion until assistance could be had, thus frustrating a. wholesale delivery.
