' The following is the text of the supplemental Civil Rights Bill, in troduced in the House of Represen tatives. We are happy to say, how ever, that the Democrats defeated it. HadTsuch a bill passed, the schools of Xorth Carolina would hare been closed, and the poor children of the State would have been deprived of all opportunity to obtain an education-: ' Be it enacted by the Senate and House of . Is Caldwell fit to gorern i any people ? The Ledger says; J llis speech feli far. below anything we ever heard from the public ros trum. His manner was boorish, un couth and disgustingly vulgar ; his language homblylprofane; his spirit vindictive, nialicjous, spiteful and outrageously intderant. For argu ment he substituted the most reck less falsehood and vile personal abuse. ; Instead of informing his con stituents in regard , to the condition of public affairs i rid the best means of promoting the ; eace and prosperity of the State j he Jttempted by incen diary appeals to) the prejudices and passions of the ignorant and vicious to array one class of citizens against another, and to arose feelings of bit terness and, distrust; that cannot fail to produce the most pernicious ef fects upon- the : public mind in pro moting and perpetuating those j do mestic disorders which have done so much to ruin the prosperity of the State. His anecdotes were of the lowest order, being disgustingly nitny and obscene, and could b relished only by the most degrade ot his hearers In a word, the Gov ernor's speech here marked him as one. of the lowest and most degraded and unprincipled of the tribe to which he belongs k scalawag of the deep est dye a misemble nincompoop a foul-mouthed blackguard. whose elevation to the' gubernatorial chair, tuiuuii nie result oi an acciaent, is nevertheless, aisgrace to the State, I uiuij jwuose election Dy tne people would justly expose them to the re proach and contempt of the civilized world. . : -Hv-:, The apostates who enter the Republican ranks go hi like John Hook went into Washington's c; mp at A'orktown, yelling fo 44 beef ! beef ! ! beetj! j!"
