The retirement by the new board of aldermen of Capt. Charles D. Heartt, who has for more than a double decade been the faithful, ef ficient and satisfactory Chief of police of this city will cause deep regret throughout the entire public of Raleigh. As a man his character and record araour hisfeilow citizens have been such as to win for him their fullest confidence and esteem, .iud in his ollicial capacity his ad ministration of the duties of his po sition lias been such as to command the honor and respect ol all cl isses of peuple to a degree and uniformity lhat has probably never marked the record of any ottieial in the State. The a;, noun, .'!!, .-nt that he will be seen no more in his accustomed place will he one full uf sore disap pointment to the people of t his city it is prabably not within our prov ince to criticise the action of the board, but we do not exaggerate when we say that his retention in his declining d.iys in the place, to the faithful discharge of the duties of j which he has given the best years ; of his manhood, would have afforded j more gratification to the people r.f j Raleigh lan the settlement of any j question which has characterized j this entire campaign. The signing of the Greater New York charter by Governor Clack makes the i:reut metropolis of :j,0OO.O(iil inhabitants, which has been so long talked of. an accom plished fact. The citizens of t at great city are confronted at once with the task of providii g il with a j government which will enter upon j its powers on the coming first of! January, and will remain in control j for four years. The importance of i their meeting this demand upon their civic, virtue and intelligence as it should be met cannot Le over estinaled. The experiment will be the irost memorable and momentous in the annals of city government in America and wiil attract widespread Attention and interest. Atlanta physicians are in a great stew over charges of unprofessional conduct which hace been filed against ihree of the best known members of the medical profession of that city. The physicians are Drs. W. P. Nicholson and P. W. McRae, surgeons, and Dr. Courtney - Pinckney, specialist in nervous dis eases. The charges grew out of a publication in an Atlanta paper last week of an operation performed on a little girl's skull to relieve a most uouscal physical deformity. The little girl, although eleven years old, had but the mind of a child of four years, and had no reasoning powers whatever. Dr. Pinckney found that this failure of the mind to develop was due to the brain cavity being too small, and a surgical operation was advised, by means of which the skull was to be lifted and the space for the brain to grow into be made larger. As a result of the publica tiou, charges were promptly died against the three eminent physicians. The physicians are the leading ones of the city, and the charges have greatly divided the medical society by which they are. to be tried. The doctors are entirely guiltless, us the matter was given out by the family of the little girl. Truth in a Nutshell.
