There has been a lot of fun poked
at the new dog-muzzling law iu Eng
land, and a lot of denunciation of it,
says the New York Tribune Hut
here are some figures: In 1S89 a
a muzzling order was made and kept
in force" until 180." . In 18811 there
were 312 cases ot rabies, in 1S!M)
there were 129 and in 1392 only 38.
The order was then revoked and in
1893 there were 82 cases, in 194
there were 248 and and 93 there
were 071"
Prof. Dussaud, of the University
of Geneva, has invented au appa
ratus to enable the deaf to hear. Tho
micro phonograph magnifies the hu
man voice in the same way that a
lens magnifies. It is simply a tele
phone connected electrically with a
phonograph, but a far more sensi
tive phonograph than Kdison'sordi
nary model. A battery of from oue
to sixty calls is used, according to
the degree of deafness. The uppa
ratus is useless in cases of absolute
deafness, but such an infirmity is
far rarer than is suspected; about
95 per cent of so-called stone deaf
persons can be made to hear and
understand by Dussaud s invention
One of the best informed men in
the state is Mr. Pulaski Cowper o
this city, and his knowledge of pub
lie affairs dates back toGov. Bragg 's
day. He was naturally very inti
mate with Gov. Braxton Bragg, the
Governor's brother. He says that,
during the war, Gen. Bragg told
him that while he was on his way
South, in the Jearly spring of IStil,
after he had resigned from the army,
he met U. S. Grant and that when
he told the latter that he had resign
ed and intended to offer his services
to his state, Grant said: l-Vou are
right, and in three weeks I will be
with you on your side of the line."
The following Saturday, at Cairo,
111., a regiment was raised for the
federal service and Grant was made
its colonel.
Edison thinks that there will soon
be a horseless carriage on the mar
ket, combining the lightness and
trimness of the bicycle and costing
not more than $100, says the New
York Tribune. There are no in
surmountable difficulties in the way.
The thing is feasible enough, and an
army of i riven tors is at work upon
it. When it comes the bicycler will
have. the choice of working his own
passage or having it worked for him.
Some of them pretend to like the
former, but with the alternative in
reach the chances are that they will
develop an .indolent and luxurious
preference for the latter. The ve
hicle is certainly on the way, various
in type and function, and Mr Edi
son's declaration that it will speedily
arrive is the more significant from
the fact that he ought to know what
he is talking about.
Men who are predisposed to be
bald will not be able to lake much
consolation from the discovery by
. M. Sabourdraud of a microbe, which
he terms "the bacillus of seborrhea,
found in rounded masses in the up
per third of the hair follicle.' He
assert, says the New York Tribune,
that this bacillus affects the sba
ceous glands of the scalp, where it
produces debilitation, or baldness;"
in other words the affected follic'e
dies. He adds that scales and crusts
that are formed on the "sebarrheal
head are due to the superposition of
other microbes, but here they do
not, as a rule, cause ache. " There
is a little grain of comfort in this
fact. The mechanism by which the
bacillus causes baldness, he ad in ts.
is not understood, but, anatomi
cally, it leads to progressive hyper
trophy of the sebaceous glands and
an exudation of leucocytes around
the papilla of the hair." It is sug
gested that, although there lias been
a great deal of mystery as to the
cause of baldness, it is something to
know that the actual destruction of
the luir is due to bacillus, and even
if the prime cause of its develop
ment cannot be stopped, perchance
much of the mischief may be pre
