July 21 Verily the course of the empire is moving northward. Col. Andree takes the balloon route. Lieutenant Peary has just sailed from Boston and from the Pacific- coast there comes reports of thousands who are clamoring for ship room to make the trip to the Wry Klondyke land in Alaska ' Atlanta socialists seem to be somewhat in advance ot the rest of their socialistic brethren in that they have declared in favor of work ing for a livelihood. The Atlanta Socialist labor party is a new or ganization and of small numbers, but it has undertaken a scheme of dazziug proportions. A resolution has been passed c .lling on the city to give employment to to all idle people and making sundry valuable suggestions for the better govern ment of the city. The reports on the condition of the banks of Kansas on July 1 us compared with the returns for the same period in 1890 show a decrease of loans amounting to J821,105, an increase of deposits amounting to $2,830,323, and an increase of cash on hand, including sight exchanges, amounting to t2,213,H4i. This is not only the first time in the history of the State Banking Department that the deposits have exceeded the loans, but, in the language of the banking commissioner, "it Jis the most gratifying report in every fea ture of the banking business that has ever been made to the depart ment, and indicates an unlooked-for degree of prosperity throughout the State," Hawaiian commerce during the past ten years is the subject of a circular just issued by the Depart meat of Agriculture. The paper was prepared by F. fl. Hitchcock, Chief of the Division Foreign Mar kets, under the direction of Secre tiry Wilson. The facts set forth bear directly upon the current dis cussion of tire-- annexation of the Hawaiian Islands to the United States. The comparison of statis tics shows that the United States control 90 per cent, of the entire trade of the islands. The total value of exports and imports of Hawaii for 1896 was $21,478,882, of which about two-thirds, $15,515,230 was the value of goods exported. To elevate the human race to a state of physical perfection is the object of a society which has been organized in New York by a Mrs. Montgomery-McGovern. Miss Mont gomery met Chauncy McGovern, a Canadian and in two months they were married. It was not a marriage for love, however, butaunion purely in the interests of science. Tbey began the formation of the "Society for the Perfection of the Human Species." The platform of the so ciety consists of eight planks which declare amongother things that all lunatics, idiots, and the hopelessly deformed should be electrocuted by the state; that candidates for matri mony should beexamined mentally and physicftUbv state physicians; Mid that all children should be edu. cated under the supervision of the state from the ages of 5 to 15 years.
