a. FOR LYNCHING Wife of Ex-Congressman William H. satlonal Speech. "Baltimore Sup. At a meeting of the Georgia Agri cultural Soeioty, at Tybee Island, Tuesday last, Mrs William Felton, of Cartersville, wife of ex-Congressman Felton, 'and member of the board of lady managersof the Colum bianJEx position, being chairwoman of the agricultural committee.-made a sensational speech. The subject of her address was "The Woman on the Farm," but she concluded by giving her almost unqualified in dorsement to lynching for certain crimes. In this connection she said: "Wake up, men of Georgia, to the crisis now upon you ! These white girls are the coming mothers of the white race. In tne sightof Heaven, I bring this note of warning and entreaty to you. What means all this lynching in our borders ? You never heard of it in years past and gone. If you have one obligation in life before and beyond any other, it is your duty to motherhood. I hear much of the millions sent away to Brazil, China, India and Mexico for foreign missions; I feel that there are heathen at home close at hand who need much attention . "We must make an effort to stop lynching by keeping closer over poor white girls on secluded farms, and if these poor maidens are de stroyed in a land that their fathers died to save I say the shame lies with the people who fail to be pro tectors for the children of their dead comrades. I simply say the heath en are at your door, when our young maidens are destroyed in sight of your opulence and magnificence and when your temples of justice are put t) shame by lynchers' ropes. If your courthouses are shams and frauds and the law's delay is the villain's bulwark.'thenl say letjudg mentbcginatthehoiue ofGod andre deem this country from the cloud of shame that rests upon it, when there is not enough religion in the pulpits to organize a crusade against sin, nor enough justice in the court houses to promptly punish crime, nor manhood enough- in the nation to put a sheltering arm about inno cence and virtue. "If it needs lynching to pro'.ect a woman's dearest possession from , human beasts, then I svy lynch a thousand times a week if necessary. The poor girl would choose death in preference to such ignominy, and I say a quick rope to assaulters! The crying need of women on the farm is security. "Strong, able-bodied men have told me that they have quit farming because their women folks were scared to death if left on the place. "Such things are a public re proach and the best part of God's creation is trembling and crying for protection at home. And I say, with due respect to all who listeu to me, that as long as your politicians take the colored man into their em brace on election day and make him think he is a man and brother, so long will lynching prevail, because the cause of it will grow and in crease, for 'familiarity breeds con tempt.' Under and by virtue of a resolu tion of the Hoard of Aldermen of the City of Raleigh, passed July 15th, 1897, in pursuance of the authority given in Chapter 12!, Private Laws of 1893, entitled '-An Act to author ize the City of Raleigh to issue bonds for public improvements, and to levy a special tax;" notice is hereby given that a special election will be help at the various polling places in the wards of the said City on theVth day of September, 1897, for the pur pose of obtaining the cousent of a majority of the qualified voters of said City to the issuance of the bonds provided for in Sections 1 and 5 of said Act, as follows: I Sec. 1. That for the purpose of paving, macadamizing and otherwise improving such of the public streets of the city of Raleigh as the board of aldermen of said city may determine to improve, and for making such other public improvements as the said board of aldermen may deter mine to make, the city of Raleigh is hereby authorized and empowered to issue its bonds to an amount not exceeding fifty thousand dollars, of such denominations and in such pro portions as the board of aldermen may deem adv, sable, bearing inter est from the date thereof at a rate not exceeding live per centum per annum, with interest coupons at tached, payable half yearly, at such times and at such place or places as may be deemed advisable by said board of aldermen; said bonds to be of such form and tenor and transfer able in such way, and the principal thereof payable or redeemable at such time or times, not exceeding thirty years from the date thereof, and at such place or places as the board of aldermen may determine. Sec. 5. "Thatfor.the purpose of providing for the payment of the in terest accruing on and the principal at maturity of the bonds issued un der authority of this act the board of aldermen of said City shall annu ally, and at the time of levying oth er City taxes, levy and lay a partic ular tax on all persons and subjects of taxation on which the said board of aldermen now are or may here after be authorized to lay and levy taxes for any purpose what soever, said particular tax to be not less than six or more than eight cents on the one hundred dollars assessed valuation on property, and not less than eighteen nor more than twenty-four cents on each taxable poll. The taxes provided for in this section shall be collected, and shall be accounted for and kept separate rom other city taxes, and shall be applied exclusively to the purposes for which they are collected. So much of said taxes as may be re quired to pay the interest on the bonds issued uy authority of this act, as it falls due, and cannot be applied to the purcnase or discharge of the bonds for which said taxes are levied ana col lected, shall be invested so as to se cure the payment at maturity of the principal of the said oonas; ana to insure the due investment of the amounts collected from year to year in excess of that required to pay the said interest the board of aldermen shall cause the said excess to be turned over to the commissioner of the sinking fund of the city of Ral eigh, whose duty it shall be, under such general rules and regulations as said board of aldermen shall from time to time prescribe, to make in vestments of so much of tne taxes collected and turned over to him as aforesaid to the payment of the Drincioal of said bonds issued under this act, anu to ao or Derform all such other ser vices in connection with said bonds as said board of aldermen may pre scribe, and such commissioner snail cive bond and receive such com pensation for his said services as said board of aldermen may aeterm ine. Those qualified voters approving the issue of the bonds and the levy and collection of the i particular taxes as above provided for shall deposit in the ballot box a slip containing the printed or written word "Approved," and those disapproving the same shall deposit a like slip with the printed or written word "Disapproved."'
