The interesting announcement is made that 'General Prosperity" has reached Fredericksburg, Va , that pleasant and historic city on tbe Rappahannock. A dispatch states tbat tbe Washington woolen mills, of that city, one of tin; largest indus trial enterprises in the Rapiahan nock Valley, has voluntarily in creased th pay of all its employes 10 per cent. So full are tbe mills with orders that the samples have been called in, as it will lake nearly six months to fill the orders now booked. One year ago these mills were shut down, but the the tri umpb of sound money put the wheels in motion, and now they are able to advance the wages of their men. The annual convention of tbe Na tional Asoeiation of Postofficc Clerks, which met in Halt in ore this week should receive the public sympathy and encouragement in its efforts to secure the passage by Congress of a law to put tbe post office clerks into the classified ser vice object in vi w is to improve the postal service by so classify law clerks as to get better results from tbeir work; in a word, by intro ducing system and business methods into this branch of federal administration and (Trading tbe men according tomeritand fitness Tbeir demand for a classified service is in public interest and should receive the public indorsementand support. Congress should also recognize tbe fact that many of these clerks are poorly paid for the important and enerous duties tbey ix-rform and the ability demanded for their perfor mance. Postmaster Wartield s sug gestions on tbe subject are practical, and, with the co operation of Busi ness interests, it is not improbable tbat sufficient pressure may be brought to bear op Congress to in duce it to give efTect to this greatly needed reform.
