THE FLAG RECEIVED HERE. Colors of the Fourth N. C. Volunteers on Exhibition at Sherwood Hlggs & Co's. The battle flag of the Fourth North Carolina Volunteers, which was cap. tured at Antietam by Col. E. E. Cross, of the New Hampshire troops, arrived In the city yesterday, after an absence from the State for 35 years. The flag, which was returned to the State by Mrs. Chase, a sister of Col, Cross, was received by the Adjutant General. It came by express yesterday and Is on exhibition in one of Sherwood Higgs & Co.'s large store windows. The Hag, which Is a large one. Is made of blue silk and bordered with gold fringe. On one side Is lettered, 'Fourth Regiment North Carolina Vol unteers," while the reverse side bears a reproduction of the North Carolina f ont-of-arms. The flag Is In a remarkably good state of preservation. It is patched in several places where the silk was torn. The lower corner bears the biood stains of tiie color bearer, who was wounded three times before the llag was taken A letter, containing t he following statement, accompanied the flag In the express package: "This Mag was raptured by the Fifth New Hampshire Volunteers. Col. E. E. Crops, Morrell's lirigatle, Richardson's Division, at the battle of Sharpsburg, Va., September 7, 1SG2. Color Corporal Ceorge Nettleton, Company !, seized the colors and brought them off, al though b.'idly wunded. "The same regiment shut down the hearer of the battle flag of the enemy three times. C. lirown, the clerk to the Hallway Commission, yesterday served notices to the railroads of the State of the reduction of passenger fares by the Commission. The circular giving the reduction is No. SO. The railroads have ten days In which lo file exceptions to the order reducing passenger fares. it is almost certain that all the rail roads will make exception to the order on the ground that the present passen ger service cannot be maintained at the reduced rate. The Commission will, as a matter of courtesy, hear the excep tions, but overrule them. The railroads will then resort to the courts to test the right of the Commission to make reduction. A prominent railroad man said yes terday: "It will bo impossible for the railroads to stand the reduction. Near ly every local passenger train In the Slate is run at a loss. Feb. -The Interstate Commerce Comtnission gave a hearing today to the representatives of several railway lines, on a petition for the sus pension of the long ami short haul clause of tie1 Interstate Commerce law. Tie clause has not yet been suspend ed, 'is was erroneously given :'t yes terday. Win. A. Lay, of Washington, ap peared as principal counsel for the roads. It was represented to the com mission thai the recent cut in rates made by the Canadian I'aclflc rou Is giailually and surely robbing the American lines through traffic, which under normal conditions would be kept on this side of the border. The long and short haul clause for bids American lines to meet this com petition with a similar rut. and Day told the commission that as long- as this clause remained in force the law would protect the Canadlun Pacific read at the same time that it injured the Lnited States roads. The managers of roads in this coun try claim that the cut by the Canadian Lacifie practically wipes out the pas senger rate between Chicago and St. Raul, in case of through tickets bought from I'.oston or New York to St. Paul. Injury at other points Is also Inflicted on American lines, and the managers profess to believe that the Canadian P'acilie. if present conditions continue, will obtain a monoply of all the through traffic to the Pacific coast points and Alaska. The American railroad managers be lieve that the discretion, placed In the hands of the commission by authority of the Interstate Commerce law, should be exercised at this time, and that the long and short haul clause should at least be temporarily suspended. The present petition rpplles only to passenger rates, but It Is probable that a petition to make the suspension ap ply to freight also will be mad, in cae th on now befor th oommli ion I granted. A CONSUL IN DISGRACE. Madrid, Feb. 23. The Heraldo Im- 4arc!al reproduces from a LlBbon paper a story regarding the' arrest of C. C. Manning, American consul at St. Michaels, Azore Islands. According to this account, Manning, after going the rounds of all the sa loons in town, became Involved In an altercation at 3 o'clock In the morning with a cabman regarding his fare. The cabman called a policeman, who was promptly knocked down by the consul. Then two municipal guards appear ed, and a scuffle followed, during which one of the guards smashed the butt of his carbine over Manning's head, In flicting a severe wound. The consul was eventually dragged to the police station, where he was de tained until the following afternoon, when the Consul General at Lisbon for mulated a protest.
