THAT IMMIGRATION BILL AGAIN. The bill which passed the Senate yesterday, appropriating $10,000 to establish a Geological Suruey of the State of North Carolina was a most important measure. States should be managed on business principles. If a live man, or a wide awake "Land and Improvement Company" owned the State of North Carolina, and de sired to dispose of any considerable pott ion of it, he, or they, first of all wonld take steps to find oat as near as possible what he, or they had, whether there were any valuable minerals hid away in the soil and all that, and if he, or they, were not ex perts in all these things, a first class expert (a geologist) would be procured And while his or their million and a half of tenants were busy heieand there in their various woak, he or they would inform tenants here that the land would, with certain economic treatment produce such and such crops most profitable, and tenants there that by planting thus and thus and fertilizing with this or that, the same amount of labor and money would produce the largest profits;and tenants yonder that the largest yield to labor would be in digging coal, or mica, or gold, or corundum, or gran ite, or marble, or brown stone. He or they would have gotten all this information from the expert, (geolo gist) and he or they would not stop there, not by any means. While the million and a half of tenants are busy in their various sections and kinds of work following the directions furnished by the expert to great ad vantage ; this Land and Improve ment Company would constitute their Secretary a Real Estate Agent (Im migration Commissioner) and they would place all the information ob tained by the expert, arranged as at tractively as possible, in the hands of this Secretary, (Immigration Com missioner) that he might be the bet ter enabled thereby to induee men from other states to come and buy these lands; and by having this Infor mation which had been arranged by the expert, this Secretary would be able to attract and direct persons who deBire good tobacco ' lands, or corn lands, or the man who was on the hunt for mica, or the man who want ed to go Into the emery business. In other words the Geological Survey is just what is needed, but you must have the Immigration Agent,or "Im migration Commissioner" if you please, to use it when published, or its vast information so tersely and chastely stated, will, like the "flower born to blush unseen," mould and decay On dusty shelves unused. No, no, gentlemen, North Carolina must have an Immigration depart ment. We can't afford not to estab lish it; it will cost too much. Alas, it may be too late now; as we stated yes terday; we thought we had about secured the location of the Southern Inrer-state Immigration Bureau for Raleigh, which means the placing of North Carolina in the very.front in the Immigration work of the South ern States, - but the 'refusal of thai committee to report favorably on the bill to render more efficient the Im migration Department of North Car olina hais rendered it doubtful. It is not believed that when the time for the decision comes, that those who have the matter In charge will place the headquarters of this great move in the midst of a people that manifest such flaring Indifference to it. This means great loss in actual cash that would be scattered up and down the State each year, but it means a much more serious immediate loss in having the great Southern Inter states Ex position carried to some other 8tate, for it will be held wherever the Bu reau Is located. And as this Expo sition is to be held 60 days, with each of the IS Southern States directly in terested as exhibiters and advertisers, and then with millions of circulars and advertising publications Bent all over the north and west, it is safe to put the visitors and exhibitors at 3, 000 daily, and it is safe to estimate that as they will radiate through the State in various directors that they will average to spend $10 each, this will reach near two million dollars. Can we afford to continue the course that was started last Wedne3day, af ternoon by that committee? No, veryly, we must have an Immigration Commissioner. The Immigration Convention. Baltimore, Feb. 18. The Mary land Immigration Convention meets today, and it is expected that a large number ef representative men will be present to advocate measures for the advancement and welfare of the com monwealth. Through Governor Jackson's proclamation and the fa vorable mention of the newspapers the meeting has been given due pub licity. Besides sufficient time has elapsed since the call was issued to give committees and individuals an opportunity to outline and think through some practical plans of ac tion. So far as we know this is the first meeting held in any state to carry out the suggections made at theAshe ville Convention last December. This action, therefore, is important, not only as regards Maryland's interests, but as an object lesson to other states which have similar needs and must employ similar tactics to invite im migration and capital. Two things at least will be discuss ed before the convention today the propriety of co operating with the other Southern states, and the extent to which Maryland shall work alone for its own interests. In the latter category, doubtless, much will be said along the line of bringing set tlers to the Terrapin State to occupy its lands and engage in truck farming This is only one direction in which the State can be developed, but this Is the fundamental industry, and it is manifestly better to do one thing well than to scatter effort over a dozen enterprises none of which can be car ried through. A scheme well digested and ar ranged to attract unemployed labor to Maryland farms must result in un told benefit to the state as an indus trial community. Therefore, while it is not essential that attention should be directed solely in one direc tion, this, perhaps, is the first ques tion for serious consideration. Kansas City, Feb. 18, 1891. Hon. F. W. McElroy, of Oberlin Kansas says that the reports regard- ingthe destitution among the farmers have not been exaggerated. There is a crying need for relief. A severe snow storm has been raging in that section for the past forty-eight hours and eighteen inches of snow covers the ground. The people are in more pressing need of assistance than ever in consequence of the change in the weather, which has added to starva tion that of freezing to death. James A. Trece, the colored Mis sionary to Africa, who. went from Durham, has been heard from at Sierra Leone, West Africa. He is re ported well and at work among the dark heathens.
