C, APRIL 3, 189L THE ITALIAN TROUBLE. The impatience of the Italian gov ernment in regard to the New Or- leans lynching is the most prominent feature in all the correspondence be tween the two governments. Baron Fava, the Italian Minister, has in the name of his government, made de mand upon the United States that a fair legal process should be instituted against those who participated in the lynching at New Orleans, and that the obligation to pay indemnity to the families of the lynched men.be re cognized. This the United States government has, as far as it can prac tically, without interfering with the constitutional rights of the State of Louisiana, agreed should be done. The reference made in the diplomatic correspondence, however, to the ne cessity of awaiting the action of the grand jury in New Orleans, was un satisfactory to the Italian Minister, and he cabled his government that its Instructions had been carried out, and that the Washington government had not fulfilled its duties as a civil government; that his presence was unnecessary at Washington. Dispatches from Rome, of the 1 at, state that influential Italians advise the Italian government to send a cir cular note to the friendly powers de nouncing the United States as being confessedly unable to insure justice within its territory and as impotent to fill the duties of a civil govern ment. Others have suggested that the Italian government should break off all negotiations with the Washing ton" government, and in the future,so far as the New Orleans lynchers are concerned, deal direct with the State of Louisiana, and that the latter's government should be held account able. Premier Di Rudinisaid to an Abso ciated'Press correspondent, at Rome: "The report that Americans have been insulted and arrested in Italy as the outcome of the present negotia tions, is ridiculous and false. Ameri cans always receive the best, kindest hospitality, both upon the part of the Italian government and the Italian people; both knowing perfectly the duties of a civilized country." London, April 1. The St. James Gazette, commenting on the recall of Baron Fava, says: "If Italy is dis posed , to send her ironclads to the Mississippi, the Americans would have no ships to face the Lepanto and Duilo for forty minutes. The withdrawal of the Ambassador Is the next thing to a declaration of war, and was evidently meant to convey to the United States information that Italy will not be trifled with." "The Star says the United States are in an- extremely difficult position, though the lynchings at New Orleans were justifiable. The withdrawal of Baron Fava is the easiest solution of the problem. . The Globe thinks that the United States have been taught a vigorous lesson in diplomacy. They must learn that they cannot ignore Old World ideas." All this is hard for an American to swallow without making a wry face. A country filled with bandits, a coun try originating such organizations as the Mafia, the threats of whom make the very throne itself quake with fear, a country in whose borders mur der and outrage are more common and less punished than in any eivi liied country on the globe, a country from whose shores, more sneaking stealthy murderers, land In the United States than from all other civilized countries; that the Prime Minister of seen a country should be canting about our Impotency to fulfil the duties of a civil Government. Oar immigration laws have great need of being vigorously legislated upon. Our Government should be very cautious about allowing such people to come to our shorest This embroglio with Italy may be turned to good account yet. Italy' Next Moto. London, April 2. A dispatch from Rome says that the next move on the part of the ltalianGovernment,should satisfaction not be given for the New Orleans tragedy, will be to place an embargo on American goods, and pro hibit their importation into Italy. Much indignatioa exists in Rome against the Vatican party for the ut terance of the papal organ to the ef fect that the government was in fluenced by secret societies. The Clerics are said to be doing every thing possible to weaken the prestige which the government has gained with the people by its action. With the exception of the Clerics.the news papers without regard to party, sup port the government in its course. Virginia's Resources to be Ex hibited at Raleigh. The Charlotte Gazett6 of Virginia, is moving to have a county display at the Southern Exposition. It is pro posed to established a permanent Exhibit, at the General Headquarters of the Southern Immigration Bureau at Raleigh,where specimens of South ern industries and products may be found, and all matters illustrative of the resources of different sections may be deposited. It is desired to secure the services of gome one who will make an active canvass of this county and collect specimens of grain and other agricul tural crops, grasses, woods, minerals, and manufactured goods, to be pre served in glass cases at the head quarters of the Bureau. It is desired that these specimens be forwarded within the next thiity days. It is al so desired to collect a fund for the purpose of forwarding these speci mens tJ Raleigh, and for this pur pose we have left a subscription pa per with B. P. Eggleston, the dele gate from this county to the Ashe vile Convention, at the drug store in this village, for signatures. This matter is in furtherance of the plan suggested at the Asheville Con vention, and is designed to be a per manent exhibit of Southern resources, to invite attention to the resources c f each particular section. It is hoped that special attention will be given to this matter, and that Charlotte coun ty will be represented at the South ern Immigration Bureau. General Booth has secured $322,810 in cash and $189,980 in promises for his scheme of social regeneration. He asked for $500,000 to start the scheme and $150,000 a year to carry iton.The deed of trust makes 'General Booth a genuine legal trustee; vests all prop erties in him as trustee; direets that the moneys and property should be kept quite distinct from those of the Salvation Army; and provides that, as trustee, in the event of any breach of the trust he shall be amenable to be proceeded against by the Attor ney General.
