With his cbaiacteristic enterprise, Manager Brown.of the Western Union Telegraph Co. in this city, has had call boxes put in the offices of its pat rons so that they can communicate with the telgraph office when a mes sage is desired to be sent. It is a great convenience for which Mana ger Brown is entitled to many thanks The Dog Tax. If there is one right more than an other, that a great many people think they can enjoy without any cost, it is that of keeping a dog. For some reason or reasons best known to them selves, they seem to think that if a state or municipality, should think proper to impose a tax for indulging in canine devotion, it is a subject for rebellion. Such being the case, there are numbers of people who never pay a dog tax unless compelled to do so, and they will go to any extent to evade it; now this is all wrong. A dog is as much the subject of taxation as any other species of property, and in fact more so in some instances, be cause they are frequently a nuisance. A good useful dog ought to be paid for, because he is useful. On the other hand a mean dog should be taxed as an incubus. At any rate there is a tax inposed on dogs, and it will be well for all who own them to pay the tax required by law pro'mptly and, if they do not, they may expect that the proper officials will see that they do. We called on our usual rounds, at the mayor's office this morning We found all quiet along the lin s, but there was a shade of deep contempla tion on the generally complacent face of Chief of Police, Heartt. We soon discovered that some weighty matter of municipal importance was interfer ing with the equnanimity that was characteristic of the man. Our query elicited the following new phase in the official duties of the chief which is nothing, more or less, than the sup position on the part of some folks, that be must use his office for the promotion of connut ial bliss. To cut the matter short, Charley said that last evening, as he sat glancing over the columns of the New York World, to while away the effects of the toil and trouble of the days business, a genuine specimen of Africa's sunny clime, by descent, came strutting into the office to lodge a complaint. He said he wanted the chief to interfere in a hymenial matter which seemed destined to become a failure He said his daughter now sat at her domicile, robed and decked for a bridal ceremo ny, waiting in patince for the neces sary annex of the bridegroom who had failed according to promise, to put in his appearance. He declared that he wanted the full penalty of the law inflicted, which by statute, was provided in special cases. In absence of any provision in the code,, the chief told him there was but one remedy, and that was to get up a crowd" of the bride's female friends and inflict upon the delinquent bride groom forty stripes, save one, accord ing to the Hebrew code of the days of Moses. The applicant left seem ingly bent on carrying out the chief's recommendation, and the aforesaid chief is now disturbed, because he has just come to realize that he may be fore another sun sets, be arrested as an accessory in an assault and battery case. This would, of course, not look wellfor one of Mayor Badger's cabinet. Swindell's Carpet Sale.
