Several resolutions were offered and referred to the committee. ' At the session last night, Oapt W E Ardrey reported the following res olutiops .1 Resolved, first, That It Is the sense of this congress that the public roads should be constructed and kept up by taxation upon all the subjects of tax ation. within the respective counties, partly by requiring labor from those olj-ct ro road duty, partly by the use of convict labor as hereafter de clared. Second, that it Is the sense of this congress that the. lbor of said con let" as are not required by law to be m prisoned in the state penitentiary houlri e employed in the construe ion hqiI improvement of the public roads.
