Yesterday morning Mayor Badger
issued a call for a meeting of citizeus
at Metropolitan hl yesterday after
noon to consider the wants of our
suffering poor There were about' on,
hundred citizens present and the sum'
of about $1,630 was raised in a eta or
time. The list is a long one but it
can be stated that nearly all of our
substantial people contributed m st
liberally.
A committee of distribution of the
funds was appointed of which Mr.
J no. T. Pollen is treasurer, A com
mittee w is appointed o solicit sub
scriptions, of which Mr. George 0.
Heck is chairman.

Two important meetings of the dis
rtribution committee were held yes-;
terday afternoon and last night. Mr
"N B Broughton was made chairman

ten was appointed: N B Broaghton,
John T Pullen and W H Patterson.
They secured the house at the corner
of Morgan and Blonnt streets where
the provisions will be distributed
The services of Mr W W Parish were
secured to distribute provisions on
the orders of the ministers and other
members of tbe committee. An exec
utlve committee was appointed to
onfer every day with the distributor
this committee, Rev Dr Pittioger,
Rev Mr Hurley, AM McPlieetersi
John T Pollen and N B Broughton
but aiex in. aiemeeieri was ap
. pointed to parchase mood and
.v arrange the place to keep It. The
committee requests all persons who
, have contributed provisions of any
- kind to send them immediately to
the corner of Morgan and Blount
fi streets, where Mr Parish will receive
them. The committee have seventy
five loads of wood and will immedi
' ately supply the needs with wood
and provisions.

At the afternoon session of this
body yesterday the first order of bos
lneas was the presentation of a paper
by Prof Holmes,' Bute Geologist on
the pal lie roads of the State. . Ths
following committee on resolutions
was appointed: "

E Ardrey reported the following res
olutiops .1
Resolved, first, That It Is the sense
of this congress that the public roads
should be constructed and kept up by
taxation upon all the subjects of tax
ation. within the respective counties,
partly by requiring labor from those
olj-ct ro road duty, partly by the
use of convict labor as hereafter de
clared.
Second, that it Is the sense of this
congress that the. lbor of said con
let" as are not required by law to be
m prisoned in the state penitentiary
houlri e employed in the construe
ion hqiI improvement of the public
roads. That in the counties in which
convicts are numerous enough to be
economically employed, we suggest
that, the convicts including those con-
icied of misdemeanor and sentenced
to work out fines and costs, be turned
over to and worked by the counties;
n others we advise tbat the convicts
be sente nced to the penitentiary and
worked in detachments nnder the
management of that institution or of
he counties being employed in those
counties to be designated in some
manner to bo provided by law in
which the whole of the expenses shall
be borne by Buota counties or so much
thereof as the Legislature my deter
mine.
