Magoon;, the retiring American min ister to Panama and governor of the canal zone, arrived here today on the steamer Panama from Colon. Governor Magoon said that condi tions on the isthmus are most favor able. The canal zona he considers well governed, and the people happy and prosperous. Discussing conditions on the isth ! mus, Governor Magoon said: "The work on the isthmus is go ing on well. 1 can safely say that the government of the zone is as good as that of any other locality in this country. My relations with the Panama government have been most pleasant throughout. "The canal work is progressing as rapidly as possible but as yet it is merely the work of preparation. The main difficulty there is the labor question. Our labor is drawn from Jamaica and Barbados, those peo ple are intelligent and with some education, but the trouble is that the West Indian is a bird of passage. You get him to understand what you want and fairly educated to his work, when he suddenly drops every thing and goes away. What is need ed on the isthmus is organization of the laborers. They should be divid ed into gangs with a skilled man at th3 head of each gang to instruct them in the work and to advance those who become proficient in any line. Organization along this line is underway at the present time." Opposes Chinese I.uhor. Governor Magoon is not favorably Impressed with tin: Chinese as a factor in t lie construction of the canal. "There are At present from two to three thousand Chinese on the isth mus," said Governor Magoon. "and as a citizen 1 do not think they make desirable laborers. They cannot be de pended upon as much as can the Bar bados or native negro. As soon as the Chinaman has earned enough money he starts a shop of his own and the government loses the man. The good results that have been attained in sev eral parts of the world by the use of coolie labor has been due to meat power exercised by the coolie contrac tors. This would almost be a system of peonage that the United Slates would not tolerate. If we were to em ploy coolie labor we would have to depend on the Chinaman as an indi vidual, and in my opinion that would not do, as the coolie will work as little as possible unless under contract. 1 feel certain that the Chinese would not be a benefit to the United States." Another passenger on the Panama was Richard Stage, who is here on be half of the conductors' union of Pan ama. Mr. Stage said that he would present a protest to the president against the railroad men of Panama working more than eight hours a day. The Chronicle says: Although the work of the South ern Pacific is going rapidly forward to check the rising waters of the Sal ton Sea, all efforts so far have been unavailing, and the officials in charge lot the work, have given orders to construct a new track farther from I the path of the rising sea. The water of the Salton Sea is al ready lapping dangerously near the ; present roadbed of the Southern Pa cific, It is calculated that if-the pres ent rate of inflow is maintained, the j tracks of the Southern Pacific will be I submerged in a few weeks, in fact be fore it has been checked by the new i dam. Engineer Kin Wilson and Fireman Ivy Hall were badly shaken I up and bruised about the body con- siderably from jumping from the ill I fated train. A negro man who was walking along the track with the negro woman that was killed from th' I ears striking her was also wounded, I but not seriously. Detective Ahem of Greensboro spent the day here, and he has in possession (parts of a brake which he thinks was laid on the track and which caused the wreck. In proof of his belief Will Mclver has been arrested, charged with wrecking the train, and is now in the i city Jail. MCCARTNEY'S CASE IS ON THIS DOCKET. (Special to The Evening Times.) New Bern, N. C, Oct. 1. The fall term of superior court began a two weaks' session here today with Judge T. D. Shaw on the bench. There is one murder case to be tried. An important witness in the case of State vs. McUartnsy has not yet been found, but it is slated that the trial can be held without his testi mony. The new addi tion to the Second Baptist Church is now well under "way and will soon be completed, This addition is to cost $18,000. It is proposed to have the new addition completed so as to hold ser vices by the beginning of the new year. In addition to this work, the new Epis copal church, to cost over $20,000, is well under way, and work Is just now started on fi new Baptist church to be erected in North Durham, this to cost $8,000.
