It was delivered In that inimitable style that has itiaxlc James H. Pou. one of the most famous advocates at the North Carolina bar. He. did not quib ble' or' muss matters. He went after corruption in high places and uncov ered the incompetency that has pre vailed in the city of Raleigh from May or Johnson down to Holly CJIenn and "Bible" Smith. He. used that short and. ugly word "lie," : denouncing In severest terms the liars of the market house. He did not stop with calling them liars, but furnished a bill of par ticulars, showing wherein they had lied. .'. Other good speeches jvere made at the meeting, but Mr. Pott's speech was the feature. He was called upon to re peat it to a big crowd that had assem bled in the street, .which could not get into the court house, and did it cheer fully. .. .. Kx-M:tyor A. A. Thompson presided at the meeting and made a good speech Mr. Jos. G. Brown made a short and eannest speech and Mr. J. W. Bailey was called on for a short talk. He was later forced to repeat his speech In the street, following Mr. Pou. Mr. Pou's Speech. In Mr. Pou's great speech the weak nesses of the city administration were ably pointed out. His reasons for op posing the ring he named as follows: ; First. The present government Is inefficient and worthless and extrava gant. It is worthless because it can not protect the visitors from pickpock ets during Fair week, because It 'can not protect the public on the streets a;id the books at police headquarters; because It has an excessive tax rate and has not been able to give the city good or clean streets. The sitnltary department haa deputies, sub-deputies and mules, one chief of elections and two assistants, yet that department allowed people in all parts of the city last year to die of typhoid fever. That is Jie sort of sanitary department this administration has given the city. Whenever the streets are cleaned the citizens themselves, and not the street department, cleans them. It is extra ordinary that with the. highest tax rate the city has ever submitted to the people are required to vote a bond Issue once., or. twice every year. The city does not obtain arty Improvements by the' bonds they are eaten up with the special taxes by the assistants .and deputies sitting around the market house. It gave the citizens men more noted for their dexterity than for their ; fairness. But they can't fool the people of Raleigh..- by falsehood, they can't scare the people with warrants or threats of warrants, and they can't steal this election by stealing votes on Tuesday. Mr. Pou warned the people to keep their eyes on the ring's men in precincts where they have the machinery. They are dexterous a mbi-dcxterous men, he said, who do business with one or both hands'. The speake's advice was two fold: Those who volunteer to watch the boxes should write their names on it across the front so that they may I able to Idently the boxes, Every voter should put his own ballot in the box. The greatest thing at stake is whether Raleigh shall have an honest election or not, ' . " . No outsider would have gone there believing that Chief Mullin and Chanyifon would keep, silent during the two hours necessary to commit the crime.
